Position Summary Information
Minimum Qualifications
  • Bachelor's degree in finance, accounting, business administration, or equivalent professional experience in a related area.
  • Basic knowledge of accounting principles, theory, and methodology.

Preferred Qualifications
  • Prefer 2-5 years experience in university, college, departmental administration, including budgets and personnel or 5 years of experience working in budgeting, accounting and or finance.
  • Experience working with financial technology platforms and or experience with higher education systems and databases (Banner, ChromeRiver, WebFOCUS).
Essential Duties and Responsibilities
The division of Enrollment Management seeks a collaborative and innovative candidate to serve as the division's business officer. This position will oversee multiple business components in areas of budget management, financial planning, revenue forecasting, accounting, purchasing, personnel administration, contract management and will lead the development of policies and procedures for the division. This position will serve as accountant, budget analyst and will provide oversight and leadership to department administrative assistants. The division business officer will provide direction in the development of processes, procedures and systems that contribute to successful business operations for those departments that fall within the division to include; the Office of Admissions, Registrar's Office, Office of Transfer Admissions and Engagement, Office of Student Financial Aid and University Scholarships. The Business Officer will perform the duties of the position in ways that strengthen the university's recruitment and retention of graduate and undergraduate students.
The business officer is responsible for overseeing financial operations, budgeting, and fiscal planning within the division. This role will collaborate with the departments within the division to ensure financial resources are allocated effectively to support enrollment goals and initiatives as set by the Vice Chancellor of Enrollment Management. Areas of responsibilities include:
  • Financial Management Responsibilities:
    • Develop and manage budgets for the Division of Enrollment Management to include institutional trust funds, state funds and discretionary funds.
    • Analyze financial data and provide regular reports to management on budgetary performance and provide recommendations for improvement.
    • Ensure compliance with App State institutional financial policies and procedures.
    • Complete monthly reconciliation for funds that fall under the Vice Chancellor of Enrollment Management's office and review that fund reconciliations have been completed for funds that fall under each of the department administrative assistants/budget officers.
    • Manage and monitor the tracking of expenditures, deposits, and other financial activity on division funds.
    • Act as the approver for PCard and TCard holders within Enrollment Management.
  • Resource Allocation:
    • Work closely with the Vice Chancellor and department heads to allocate financial resources according to strategic priorities and objectives.
    • Assist in the development of funding proposals and budget justifications for new initiatives or programs.
    • Monitor and provide forecasting reports for Application Fee revenue.
  • Financial Planning:
    • Perform long-term budget forecasting and provide action plans allowing the Division to meet Enrollment goals.
    • Participate and lead strategic planning processes with department leaders to ensure financial sustainability and growth.
    • Oversees the All-Funds Budget management for the division institutional trust funds.
    • Coordinate with departments within the division to consolidate and review submissions for the University's Annual Budget Request Process for review alongside the Vice Chancellor for Enrollment Management.
  • Grant Management:
    • Manage grants and external funding sources related to enrollment management initiatives.
    • Ensure compliance with grant requirements and reporting deadlines.
    • Liaise with Contract and Grants Accounting, grant program directors and Principal Investigators on a regular basis.
  • Risk Management:
    • Identify financial risks and develop strategies to mitigate them.
    • Implement internal controls to safeguard financial assets and prevent fraud or misuse of division funds.
    • Identify market trends that could impact revenue and operating budgets
  • Human Resource Management:
    • Provide support for all division EPA and SHRA searches by ensuring hiring actions and processes are accurately completed.
    • Serve as a back up to the division's contract initiator for EPA searches.
    • Independently research and explore division equity assessments and class and comp reviews with the support of the Office of Human Resources.
    • Monitor, analyze and make recommendations concerning position budgets and salary distributions.
  • Communication and Stakeholder Engagement:
    • Serve as a resource and the main liaison between the division departments and the University Budget Office.
    • Schedule and develop regular training for department administrative assistants/coordinators.
    • Research and respond to requests made by departments with varying funding sources, determine appropriate responses and provide documentation to explain and support conclusions.
    • Liaise with other administrative units, such as Finance and Administration, University Budget Office, Purchasing, Institutional Research Assessment and Planning, Human Resources, Payroll and Office of General Council to coordinate administrative and financial and activities and initiatives.
    • Serve as a point of contact for external stakeholders, such as auditors or funding agencies, regarding financial matters within the division.
