Procurement and Licensing Manager

Job Summary

Procurement and Licensing Manager develops and directs objectives, policies, and processes regarding procurement and licensing functions. Enrolls in and manages vendor rebate programs and maintains contracts and price agreements. Procurement and Licensing Manager acquires and manages required licensing and certifications and directly creates functional strategies and specific initiatives to meet company objectives 

Primary Responsibilities (include but not limited to)

  • Manage current rebate programs with all APIC / CTS / EP Suppliers.
  • Identify new rebate program opportunities.
  • Understand specific rebate program requirements.
  • Create management process and reporting for available programs.
  • Create and maintain relationships with suppliers and serve as the single point of contact for matters concerning rebate programs. 
  • Responsible for day-to-day RFP and purchasing agreement administration and support. This position will manage the full life-cycle of all procurement contracts and formal RFP processes.
  • This role will collaborate with Business Development and other internal resources to qualify and respond to formal RFP’s
  • Exercise good judgment in selecting best purchasing agreement vehicles, techniques and evaluation criteria for obtaining results.
  • Serve as a subject matter expert in state procurement codes.
  • Provide subject matter expertise, advice, recommendations, training and guidance to staff and management on contractual and procurement related issues, policies and procedures.
  • Create and maintain relationships with customers and serve as the single point of contact for matters concerning RFP’s and price agreements. 
  • Develop and implement gaming license and certification programs and policies to ensure compliance with tribal requirements.
  • Manage the licensing and certification application and renewal process, including reviewing and verifying documentation and communicating with licensing boards.
  • Provide regular reports and updates on licensing and certification program activities to senior management.
  • Ensure that appropriate documentation is obtained, tracked and maintained in an accurate, systematic and timely manner
  • Establish and maintain positive working relationships with internal and external clients and stakeholders.
  • Establish and maintain strong and positive relationships with suppliers and vendors.
  • Create and maintain relationships with licensing boards and serve as the single point of contact for matters concerning gaming licensing.
  • Collaborate with supporting departments to define and manage deliverables.
  • Assist with development, suitability, and implementation of Risk Hazard Analyses.
  • Other duties as assigned

Knowledge & Skills

  • Strong knowledge of state procurement codes and price agreements.
  • Knowledge of Federal, State, and local laws pertaining to purchasing, contracts and contract compliance.
  • Ability to effectively present information and respond to questions to others both verbally and in writing.
  • Ability to identify errors in account numbers, dates, amounts or related information
  • Strong customer service orientation with the ability to effectively communicate with all levels of personnel
  • Self-motivated, proactive and a quick learner that can thrive in a dynamic and fast-paced work environment.
  • High level of integrity with demonstrated critical thinking, attention to detail and excellent interpersonal skills.
  • Excellent verbal and written communication, organization, planning, and problem-solving skills.
  • Proficiency in computer programs including Microsoft Office products is required.
  • The candidate should show strong technical skills, business management acumen and possess leadership, organizational and time management skills, as well as have strong communication and client service skills. 

Qualifications

  • HS Diploma or GED equivalent
  • Minimum of 5 years in the experience in construction purchasing.
  • Self-motivated and able to fluidly handle multiple tasks and projects congruently.
  • Works well with others in a team atmosphere.
  • Strong communication skills, both verbal and written.
