Position Description

The Risk Manager oversees a team that is responsible for Anoka County's comprehensive Risk Management program including self-insured workers' compensation, general liability, claims, coordinate safety/loss control program, insurance broker relationship, placement of insurance policies, guidance on appropriate insurance limits, and all other insurance, employee benefit, matters for the County.

This is a full-time, exempt, hybrid position. Interviews will take place the week of June 3rd, 2024 for those selected to move forward in the hiring process.

Pay & Benefits

  • Salary: $80,516 to $96,616 ($38.71 to $46.45 per hour).
  • 2024 Anoka County Salary Schedule Grade 36. $80,516 to $112,715 ($38.71 to $54.19 per hour).

Work Location

  • This position will work at Anoka County Government Center located at 2100 3rd Avenue, Anoka MN 55303
  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
  • Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m.
  • This position is required to respond to emergencies, both in and outside of expected work hours, that may result in a claim.

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Risk Manager:

  • Manage the County's workers' compensation, general liability, auto, property and other insurance claims programs. Assist with dispute resolution and complex claims.
  • Develop and implement a strategic risk management plan for the County.
  • Develop and manage a comprehensive loss prevention program to reduce or eliminate the risk to human and financial assets.
  • Supervise and coordinate all claims activities including subrogation and the return-to-work program.
  • Present Risk Management matters to internal and external groups as needed.
  • Serve as liaison with outside counsel and County Attorney's Office on insurance matters.
  • Manage consultant/broker/insurance company relationships.
  • Manage appropriate insurance levels, terms, and condition.
  • Direct and coordinate the administration of Risk Management systems consisting of software support to all Risk Management functions.
  • Develop strong credible partnerships/working relationships with County departments and provide guidance to and consult with department heads and supervisors relating to Risk Management matters.
  • Provide ongoing evaluation of Risk Management programs and strategies to determine strategic alignment with business goals.
  • Identify and implement best practices in all aspects of Risk Management.
  • Participate in emergency management activities as the County's Risk Management representative.
  • Respond to emergency situations that may result in a claim.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Requires a bachelor's degree and at least 5 years of Risk Management job-related experience.
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.

Preferred Knowledge, Skills, and Abilities Needed

  • Four-year college degree in Risk Management, Claims and Property Insurance, Industrial Safety Business Administration, Finance, Public or related field.
  • Associate in Risk Management (ARM), Chartered Property Casualty Underwriter (CPCU), Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) designations.
  • Previous leadership experience.
  • Ability to analyze, develop and interpret rules, regulations, policies and practices.
  • Knowledge of public sector insurance law including, but not limited to, liability and workers' compensation.
  • Knowledge of best practice workers' compensation and liability claims investigation, management, and resolution.
  • Strong leadership, team building, interpersonal, and management skill and experience.
  • Excellent oral and written communication skills.
  • Ability to work in a political environment and establish effective working relationships.
  • Ability to work closely with other departments.
  • Ability to lead change and implement improvements and enhancements.
  • Ability to develop strategic long-range plans and programs and the ability to look forward to proactively accomplish goals and objectives through planning, process improvement, and innovation.
  • Demonstrated ability to develop a strong, cohesive team and to develop employees.
  • Ability to effectively react to situations that require immediate attention and tactical or strategic response.
  • Ability to understand complex documents and situations and to provide analysis.
  • Demonstrated knowledge of Minnesota public sector workers' compensation law.
  • Demonstrated knowledge of public sector insurance law.
  • Demonstrated knowledge of public immunity laws.

Physical Demands and Work Conditions

  • Standard office environment
  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness
  • Hearing abilities required for general and phone communication, signals, and machine sounds
  • Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work
  • Occasional lifting of 20-50 lbs
  • Equipment used includes computers, phones, and standard office equipment
  • Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle
  • Occasional response to emergency situations during business hours, nights, and weekends
