Position DescriptionThis position works in the Department of Public Work's Utilities Bureau and its primary function is to ensure that the Computerized Maintenance Management System (CMMS) asset inventory, maintenance and quality assurance of historical records, workflow, equipment attributes and associated spare parts database are complete and current for Bureau assets, generate reports in supporting of asset management program activities and upper management for KPI.This position is also responsible for providing training and Division reporting, as well as interfacing with the VueWorks Administrator to assist with CMMS software issues. The incumbent will be required to perform field data collection, data entry and related activities for process plant equipment maintenance management to include mechanical, electrical and instrumentation associated with water and wastewater plants, pumping stations and facilities. This position is also responsible for training others in the use of the CMMS systems.Manage and analyze asset/work order data and reports to measure maintenance effectiveness. Interpret historical cost data, assist in cost trending, budgeting, condition analysis, contract procurement, and other related items. Audit data in the CMMS to verify that business processes are producing data of sufficient quality for management purposes.Build custom reports and queries from the CMMS database to serve as a management tool in making sound business decisions. Develop reports, dashboard queries and special queries to meet user requirements. Develop graphical Key Performance Indicators (KPI’s), metrics, and screen layouts as required. Support supervisors and managers in reporting capabilities and utilizing metrics in day-to-day operations.Coordinate the planning, design and establishment of data entry standards used in the CMMS by creating various policies and SOPs. Responsible for the implementation and enforcement of these data standards to ensure data normalization. Analyze the effectiveness and efficiency of existing systems and develop strategies for improvementAssist the Department with CMMS problem troubleshooting and problem resolution. Interface with the CMMS program vendors as required with testing of patches and upgrades. Recommend new projects and initiatives to improve the stability of the operation. Prioritize projects based on business impact. Effectively support, motivate, and utilize each team member on all project initiatives.NATURE AND VARIETY OF WORKEmployees will work closely with the maintenance team, operation team, and IT team to ensure the CMMS system is functioning effectively and efficiently. Employees receive general supervision from a higher-level supervisor. Work is reviewed in terms of effectiveness in meeting objectives. Guidelines in the form of County and departmental policies and procedures, technical manuals, and computer science principles and practices provide the parameters for employees to perform their work. Employees are required to use sound judgment as necessary to modify, adapt, or deviate from guidelines to accomplish work assignment objectives. Employees in this class interact with both technical and non-technical staff within other County departments.Depending on the area of assignment, the work may involve bending, climbing, lifting and moving boxes, walking, standing, may be sedentary in an office environment, and will include the operation of a County vehicle for pickup and delivery of equipment as well as field work. Employees must have the ability to work within the guidelines of confined space regulations, lockout/tagout, electrical safety, and other critical procedures currently in place within the Bureau of Utility Operations. Ability to enter wastewater wet wells, vaults, and climb ladders while utilizing the personal protective equipment to perform field collection of asset data. They are not intended to include all of the essential functions of all positions in the class.)Technical Support:Determines requirements for CMMS applications systems, sharing of files and equipment, and data communications.Installs, configures, upgrades, and troubleshoots hardware, software, data communications and related problems, and assists users.Verifies all software parameters for security and operational efficiency. Tests systems for integrity and performance.Troubleshoots, diagnoses, and resolves computer problems in both network/telecommunications and stand-alone environments.Provides technical support to other CMMS users and DPW CMMS team. Advises, trains, and assists users on optimum use of CMMS system and ensures the users are following the latest Policy & Procedure and/or Standard Operating Procedures. Tests hardware and software for integrity and performance.Information Assurance:Performs plant site visits to inventory process equipment and verify nameplate data to ensure CMMS database accuracy.Operates, monitors, and manages all mobile devices issued for the CMMS users, peripheral devices and data network equipment to ensure availability to system users.Monitors the daily operations of the VueWorks system terminals.Schedules and conducts back up of large equipment and spare parts data files.Maintains and manages the existing equipment preventive maintenance guidelines, and the CMMS Standard Operation Procedures (SOPs) to ensure the latest document is linked to the correct asset in the CMMS system and the SOPs are up to date with all the system updates, workflow changes, and other. Diagnoses and resolves computer and network system problems related to the CMMS.Reviews, prepares and migrates all legacy and web system application systems and all associated documentation from development environments into production environments.Monitors and ensures the integrity and validity of all production environments.Provides input regarding the development of CMMS divisional policies, standards, and procedures governing CMMS operations, maintenance database quality assurance and security administration functions.Help Center:Tracks and monitors PC and CMMS software problems to ensure a timely resolution for the customer.Assists end users by troubleshooting hardware, software, data entry, data communications, and related problems in the CMMS system.Provides user training and documentation for the use of hardware and CMMS related applicationsAssists with the creation and maintenance of documentation of standard procedures and policies of Utility Operations and the Help Center as related to PC set up, installation, and problem diagnosis.Sets up peripheral equipment for the CMMS system.Ensures system security consistent with county policies and procedures.(Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. They are not intended to include all of the essential functions of all positions in the class.)Knowledge of Water and Wastewater Treatment plant maintenance or facilities engineering principles and practices.Knowledge of computer science principles and practices, including knowledge of relational database systems, structured design and programming, data communications, quality assurance, information technology security and knowledge-based systems.Knowledge of micro, mini and personal computer hardware and software and of system setup and troubleshooting same.Knowledge of PC LAN system design and operation.Knowledge of a variety of office automation systems.Knowledge of the organization and operation of the business department to which assigned or the ability to rapidly acquire such knowledge.Knowledge of Quality Assurance and Information Technology security principles and practices.Knowledge of computerized maintenance management systems (e.g. VueWorks, Maximo, SAP), and Web application developers (e.g. WebSphere) and JCL (Job Control Language).Skill in migrating and implementing application software from a development stage to a production stage.Skill in developing and maintaining operational documentation for production applications and processes for use by non-technical and technical staff.Skill level in the use of spreadsheets, word processing, graphics, communications, database management systems, and integration of data between diverse systems.Ability to use and interpret technical manuals and blueprints.Ability to install IS components, install and test software.Ability to understand and apply basic quality assurance and computer/network security practices and departmental Information Technology security policy and standards.Ability to work with and provide assistance and training to non-technical staff-clerical, and professional and managerial.Ability to effectively communicate in verbal and written form.Ability to work independently, and follow standard operating procedures and departmental policies and standards.Ability to communicate effectively, both orally and in writing.Ability to apply policies, standards and procedures in the absence of information technology management.Graduation from an accredited four-year college or university with major course work in public or business administration or a related field; and two (2) or more years experience in program management or experience using CMMS software in plant or facilities maintenance environment. NOTE: This position is Safety Sensitive and employees in this position are subject to Controlled Dangerous Substance (CDS) and Alcohol Testing.Preference will be given to candidates with the following: Five (5) or more years experience in using CMMS software in a plant or facilities maintenance environment.Four (4) or more years of hands-on experience in performing maintenance on process plant equipment/systems or facilities engineering.
