This position includes technical and administrative work as a member of the Training and Exercise Unit. An employee in this classification is responsible for assisting in the design, development, conduct, and evaluation of countywide emergency management training and exercises, to include both discussion-based and operations-based exercises. Assists in the development and review of county After-Action Reports (AARs). The Training and Exercise Planner follows up on the areas for improvement identified in the Improvement Plan (IP) to ensure they are completed. This position is also responsible for assisting with the management of the Emergency Operations Center (EOC) training curriculum. Conducts educational and community outreach efforts, as assigned.
The employee has technical responsibility for work supporting Anne Arundel County Office of Emergency Management (OEM) agency partners both internally and externally on training and exercise initiatives. This position also participates in regional training and exercise meetings and projects.
The scope and effect of the work are substantial in that they involve technical oversight responsibility over programs affecting the health, safety, and welfare of all County residents relative to the assigned program. The employee must be capable of assuming all emergency management planning functions as assigned by the Director of Emergency Management. The position is classified as essential personnel and will serve in the EOC in multiple Incident Command System roles during local emergency activations. Works under the general direction and supervision of the Training and Exercise Coordinator.
Plans and conducts training and exercises to validate/enhance emergency operations, plans, and procedures. In coordination with staff from the Planning Unit, integrates lessons learned into emergency plans and procedures.
Participates in emergency management training, workshops, and conferences and evaluates planning activities.
May occasionally serve as the County liaison to UASI for training and exercise activities.
Writes, reviews, and maintains plans including the Integrated Preparedness Plan, and other relevant emergency management plans as appropriate.
Maintains readiness of EOC for response to emergencies or disaster events. Maintains County crisis information management software.
Performs research and analysis as requested by the Director of OEM.
Collaborates with assigned workers to include facilitating team activities such as planning, scheduling, prioritizing, delegating work, and identifying and planning problems.
An employee in this classification is designated as an essential employee who is required to work under all weather conditions with exposure to outdoor temperatures. This position operates within an on-call rotating schedule to attend to all County emergencies on a 24/7 basis.
Performs related duties as required.
Knowledge of emergency management principles, procedures, and planning including County response systems and capabilities.
Knowledge of Federal, State, and local emergency management procedures, laws, and regulations governing emergency management training and exercises.
Knowledge of the geography of the County and surrounding areas to enforce and participate in the implementation of safety standards and regulations.
Skill in presenting emergency management training, exercise, and evaluation activities to promote emergency preparedness training and make safety recommendations.
Skill in modern office procedures and practice to operate standard computer equipment, hardware, and software applications as required for emergency and disaster planning.
Ability to:

Comprehend and use various software programs
Conduct training on emergency plans and procedures
Communicate effectively and establish and maintain working relationships
Graduation from an accredited four-year college or university with a degree in business administration, public safety, emergency management or related field.
An acceptable combination of education and experience as deemed appropriate by the Director of Emergency Management.
