POSITION DESCRIPTION:

The Agency Grant Lead for the Office of Emergency Management (OEM) is a full-time contractual position that specializes in the grants management process for OEM. This role requires an individual capable of independently managing multiple grant awards and grant projects to effectively navigate the grant landscape, develop strong working relationships, and ensure the successful acquisition and management of grants. The Agency Grant Lead will work closely with the OEM Director, Deputy Director, and project managers to manage grant funds and oversee the implementation of grant-funded projects.

NATURE AND VARIETY OF WORK:

The Agency Grant Lead will be responsible for the management of multiple grant awards and grant projects over multiple fiscal year periods for OEM. Responsibilities include notifying project managers of Notice of Funding Opportunities (NOFOs) and deadlines for application submission, providing guidance to project managers on the proper forms and methods to complete and submit for grant applications; reviewing grant applications and budget proposals to determine adherence to established policies and procedures; completing local procurement of major equipment, supplies, materials, service contracts, and training requests in the support of the grant awards and grant projects; participating in local and regional meetings to receive and provide updates, prepare quarterly status reports and manage grant funds; and ensuring compliance with federal, state and local requirements.

Other duties include submitting grant expenditure requests for State approval; compiling and submitting receipts and proof of payment of grant expenditures for reimbursement; preparing financial reports regarding grant expenditures that are used to make budget projections; management of financial accounts, completing grant abstracts and requesting fund certifications. This position may communicate with federal, State, local, or private foundations to research funding opportunities for grants.

EXAMPLES OF DUTIES:

Grant Strategy Development:

  • Seek funding opportunities at the direction of the OEM Director and Deputy Director for grant opportunities that align with the agency's mission, goals, and programs.
  • Complete educational and training requirements, as required, to stay up to date on grant trends, policies, and regulations to inform grant strategy development.

Grant Proposal Development:

  • Collaborate with project managers, State officials, and the OEM Director and Deputy Director to gather necessary information and data for grant proposals and investment justifications (IJs).
  • Ensure grant proposals and IJs align with grant requirements and are submitted to the OEM Director and State Administrative Agency (SAA) for approval in a timely manner.
  • Recommend changes to project managers on narratives, budgets, and supporting materials to enhance the competitiveness of grant applications.
  • Collaborate with internal teams to identify opportunities for partnerships and collaborations to strengthen grant applications.

Grant Management and Compliance:

  • Coordinate and manage grant implementation, including regular reporting, budget tracking, and compliance with project managers based on grant requirements.
  • Monitor grant performance and ensure deliverables are met within the specified timelines.
  • Develop and maintain effective systems for tracking grant activities, deadlines, and reporting requirements.
  • Provide guidance and support to staff members involved in grant-related activities, including proposal development and reporting.
  • Conduct initial review of whether projects would be supported by a particular grant and coordinate expenditures and reimbursements for OEM and partners;
  • Assist with the implementation of the grant projects with our partners through procurement of goods/services (including creating, maintaining, and tracking Purchase Orders and Purchasing Card transactions);
  • Conduct initial review and coordinate with partners and vendors to process quotes and invoices for payment in the Enterprise One and JP Morgan systems and input information to seek reimbursement in the State Grant Management System (GMS);
  • Ensuring the required documentation (i.e. quotes, invoices, proof of payment, Sole Source, Federal Environmental Historical Protection (EHP) forms) are obtained to support purchases; and
  • Participate in site visits and audits, as required by the State Approving Authority or FEMA.

KNOWLEDGE, SKILLS, AND ABILITIES:

Strong project management skills, with the ability to manage multiple projects simultaneously and meet deadlines.

Excellent written and verbal communication skills, with the ability to effectively communicate complex concepts and ideas.

Experience utilizing Google Sheets and Google Suite.

Ability to learn financial systems with limited training.

Experience working in financial, grant, or inventory management systems.

Ability to deal tactfully, effectively and equitably with people.

MINIMUM QUALIFICATIONS:

Bachelor's degree is required. Work experience with an Associate’s Degree would be considered in lieu of a Bachelor's degree.
