SUMMARY OF DUTIES:
Under the direction of the Director Portfolio Management - Railyards & Facilities, the Capital Construction Manager is responsible for overseeing the construction phase of specific high complex capital construction projects, where individual project cost may exceed $100M. Individual in this role will assure construction is performed in accordance with the construction documents with minimal supervision from the Director and may have matrixed subordinate team members or future direct reports. The role requires management of third-party construction management consultants as well as regular and primary interface with Amtrak force account to ensure the safe and on-time execution of work within budget. This role also requires design support through constructability, cost, & schedule reviews. Under the direction of the Director Portfolio Management - Railyards & Facilities, the successful candidate will function as the main external and internal-facing point of contact for execution of various major capital construction projects within the Amtrak system, specifically the NY region.

ESSENTIAL FUNCTIONS:

  • Manage and coordinate project construction activities including review of all work planned and performed, payment applications, change orders, schedule updates, inspection reports, safety plans and reporting, outage coordination, resource availability, contractor protection, labor clearances, and union agreements.
  • Review contract design documents and assists with constructability reviews, cost estimating, schedule review, RFI's, bid forms, pre-bid conferences, proposal evaluations and recommendations, and negotiations with consultants and contractors.
  • Manage and coordinate construction projects to ensure that critical issues are addressed and properly resolved efficiently to limit impact to Amtrak operations and key internal and external stakeholders are informed of project construction status.
  • Manage and coordinate with a third-party construction manager to ensure that contractors execute the project scope in accordance with the agreed upon technical documents in a safe, cost-effective, and time efficient manner.
  • Obtain or assist as needed with obtaining labor clearances, Section 106 SHPO/NEPA clearances, or other permitting coordination as may be required.

MINIMUM QUALIFICATIONS:

  • BS degree in engineering or related field, or the equivalent combination of education, training and/or experience.
  • Supervisory experience in the management of construction contracts.
  • Extensive practitioner experience with construction and construction management
  • Demonstrated ability to manage multiple priorities under tight constraints.
  • Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, and estimating.
  • Possess strategic and tactical skills required for planning and executing complex project work.
  • Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.
  • Strong Safety Focus.Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g. Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.
  • Excellent written and verbal communication skills.
  • Ability to work effectively with internal and external stakeholders.
  • Valid driver's license

PREFERRED QUALIFICATIONS:

  • Demonstrated construction experience in a railroad environment
  • Significant experience in construction management of multiple construction projects and / or programs in an active railroad environment.
  • Familiarity with Union Agreements and managing union workforce.

WORK ENVIRONMENT:
Combination of Office and field environment. Position will be in support of construction work in the New York region. Position is subject to respond to emergencies in all weather conditions 24/7. Travel to project sites is required, expect to travel on company business 50% of any given month.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
