Business Analyst (TWO)

Requirement Gathering and Analysis:

Collaborate with stakeholders from participating agencies to elicit, document, and analyze business requirements, operational processes, and technology needs.

Conduct interviews, workshops, and data analysis to identify gaps, dependencies, and opportunities for process improvement.

Stakeholder Engagement and Collaboration:

Facilitate communication and collaboration among stakeholders from participating agencies, and fostering consensus and understanding of program objectives and requirements.

Conduct meetings, workshops, and presentations to gather feedback, validate requirements, and ensure alignment across participating agencies.

Business Process Mapping and Optimization:

Document and analyze existing business processes, workflows, and data flows across participating agencies.

Identify process inefficiencies, bottlenecks, and opportunities for streamlining and optimization to enhance overall program efficiency and effectiveness.

Requirements Documentation and Management:

Translate business needs into clear and concise requirements documentation, including user stories, use cases, functional specifications, and process flows.

Ensure requirements are comprehensive, well-defined, and aligned with the program scope and objectives.

Manage requirements throughout the program lifecycle, including change control and impact analysis.

System Integration and Data Exchange:

Collaborate with technical teams and solution architects to facilitate system integration and data exchange among participating agencies.

Identify data mapping and transformation requirements, ensuring compatibility and data consistency across participating agencies systems.

Risk Assessment and Mitigation:

Assist in identifying and assessing potential risks, issues, and dependencies related to the interagency project.

Assist in developing risk mitigation strategies and work with stakeholders to implement appropriate controls and contingency plans.

Testing and Quality Assurance:

Collaborate with testing teams to define test scenarios, test cases, and acceptance criteria based on documented requirements.

Support user acceptance testing (UAT) activities, including test planning, defect tracking, and validation of system functionality.

Documentation and Reporting:

Prepare clear and concise documentation, including business process models, requirements specifications, and appropriate status reports.

Provide weekly updates to project stakeholders and management regarding requirements, progress, and potential risks.

Schedule and document meetings, provide and distribute meeting minutes and track action items.

Change Management and Training:

Operate as lead and collaborate with other teams to develop training materials and conduct training sessions.

Support change management activities, including communication, user adoption, and stakeholder engagement.

Key responsibilities area:

Business Analyst Services

The Contractor shall provide resource(s) with senior level Business Analyst skills and experience who will play a critical role in analyzing business processes, gathering requirements, and facilitating effective communication between technical and executive stakeholders from participating agencies.

Their responsibilities shall include:

Obtain deep understanding of relevant business areas. Use a variety of techniques to understand business requirements, such as interviews, workshops, surveys, site visits, and storyboards.

Build high-quality business requirements documentation; make recommendations and suggestions for proposed solutions.

Collaborate with technology delivery team to translate business requirements into clear, detailed functional requirements. Document current processes and models to understand inefficiencies or gaps.

Perform research to develop a strong understanding of technical options, limitations, costs, and risks. Communicate tradeoffs to business partners, and work with them to shape requirements accordingly.

Work with business and technology delivery teams to prioritize requirements and manage requirements scoping throughout the delivery process.

Create documentation as appropriate, including business and technical requirements documents, business cases, scope, and process flows.

Resolve competing priorities between stakeholder groups by facilitating stakeholder discussions; escalate issues where appropriate and manage approvals of milestones from stakeholders.

Review technology delivery team output to ensure requirements are correctly interpreted; define and execute test cases.

Coordinate with participating agencies business and technology teams; schedule meetings; document decisions, agreements, and follow-up items; prepare and distribute meeting minutes.

Prepare and distribute periodic progress reports, status updates, and key project[1]related communications for all stakeholders.
