Job Description

AMERICAN SYSTEMS is searching for a talented Procurement Manager with strategic vision and experience in federal acquisitions programs to be our next Procurement Directorate Lead supporting our DHS customer in the Washington DC area.

As a Procurement Directorate Lead, you will:

  • Coordinate with system program/project managers and stakeholders to oversee contract development and execution, tracking progress towards milestones and key accomplishments.
  • Assist the Program Manager in providing team leadership, guidance, and program management vision.

Responsibilities of a Procurement Directorate Lead include:

  • Conducts market research for efficient combined systems supply chain, contributing to the development of program concepts for deployment or maintenance.
  • Supports Congressional, OIG, and higher headquarters tasks related to contracting strategy and execution of combined system fielding or maintenance contracts.
  • Prepares high-level briefs, white papers, and memos to back system program contract structure recommendations.
  • Develops and manages project plans, task trackers, and schedules aligning with the program's Performance Work Statement and Work Breakdown Structure.
  • Aids in RFP development and evaluates proposals for feasibility and completeness.
  • Assists program or project managers in setting project contract structure priorities and associated evaluation criteria.
  • Advises project managers on system developer's compliance with contractual requirements for logistics and engineering support services.
  • Reports task order project status and evaluates contracted system developers’ execution against established metrics.
  • Assists in monitoring project cost, schedule, and technical performance.
  • Collaborates with other program/project managers in coordinating agenda, contract structure, source selection, contract execution activities, and project meetings.
Job Requirements
  • Must be a U.S. Citizen
  • Must have an active TOP SECRET clearance or CBP Background Investigation or DHS Clearance
  • Bachelor’s Degree and 15 years of experience; or high school and 21 years of experience.
  • At least 8 years of relevant experience related to DHS Systems Acquisition Lifecycle and Federal Acquisition Programs.
  • Expert understanding of DHS Management Directive 102-01 and its supporting guides, DoD 5000, and Federal Acquisition Institute guidelines.
  • Expertise in policy, process and governance regarding acquisition and system lifecycles.
  • Must have experience in leadership roles, specifically in managing personnel.
