Job Description

WANTED: Experienced Engineer/Technical Analyst to provide Science and Technology Protection to support the Office of the Under Secretary of Defense, Research and Engineering (OUSD(R&E)). The work will be located in National Capital Region.

As an Engineer/Technical Analyst for Science & Technology Protection you will:
• Evaluate data sets to identify potential security vulnerabilities within the DoD Research and Engineering ecosystem.
• Develop and implement proactive analytic tools supporting the protection of DoD investments in technology development, including biotechnology.

A week in the life of an Engineer/Technical Analyst for Science & Technology Protection:
• Assist in initiatives that exploit emerging academic and commercial research activities emanating from the NSIB — the network of knowledge, capabilities, and people within academia, National Laboratories, and the private sector — to turn ideas into innovations and transform discoveries into successful commercial products and companies.
• Provide analytic support to identify opportunities to leverage commercial and US Government (USG) funding and capital mechanisms such as venture capital, Defense Production Act, innovation funding, and guaranteed buys to transition early stage NSIB technology to mature force capability.
• Provide analytic capability to identify opportunities to influence intellectual capital development in academia, laboratories, and small startups that are components of the NSIB.
• Provide analytic support to identify opportunities to employ USG protection measures such as export control and to counter undesirable foreign direct investment practices.
• Engage with academia, industry, international allies and partners, and the broader research and development community to ensure alignment with DoD and USG S&T priorities.
• Support the development of new model and analytical assessment capabilities and generate new tools to evaluate new policy options that involve S&T exploitation and protection practices.
• Develop written analysis, presentations and other products for technology demonstrations, evaluations, and transitions.
• Perform other assigned tasks to ensure US technology development stays ahead of our potential adversaries.
• Support development of models and analytical assessment capabilities to formulate new policy options involving S&T protection practices and generate new analytic tools to evaluate them. 
• Provide S&T program interface via component S&T organizations. 
• Provide initial engineering and technical assessments and will liaison with Technical Reach back team for more in-depth analysis. 

Job Requirements

JOB REQUIREMENTS
10 years of relevant experience.
BS degree in Biology, Biomedical Engineering, or related STEM fields.
Top Secret Clearance (SCI Eligible).
• Experience in providing expert advice, advocacy, guidance, reporting, documentation, outreach, and engagement (nationally and internationally) with external organizations.
• Experience with Department of Defense RDT&E mission and processes.
• Experience in DoD systems development and evaluation, acquisition policy and process.

Actual compensation will be determined based on several factors permitted by law.
