American College Of Cardiology Foundation is Hiring an Associate, Clinical Quality Measurement Near Washington, DC

The Associate, Clinical Quality Measurement is a unique opportunity to work with national experts in cardiovascular care to develop, maintain, and implement clinical observational patient data registry datasets and lead quality/performance measure development and reporting to National Cardiovascular Data Registry (NCDR) participants for the American College of Cardiology (ACC).

This position is based in Washington, DC where we have a hybrid work environment (roughly 40% of the time in the office).

Major Duties and Responsibilities:

  1. Serve as subject matter expert and point of contact for clinical registry datasets and performance/quality measures.
  2. Lead the development, maintenance, and implementation of hospital and ambulatory patient registries for NCDR, including:
    • Identifying target data elements, definitions, and data quality submission criteria and thresholds, aligned with national standards and in partnership with internal informatics experts.
    • Developing or updating data collection forms that are aligned with clinical workflow and minimize data collection burden.
    • Advising on the translation of data collection forms into data capture tools by IT, including supporting incorporation of voice of the customer and applying human-centered design principles.
  3. Lead the development, maintenance, and reporting of quality/performance measures and other complex quality indicators to NCDR participants, including:
    • Providing measurement expertise for a wide range of quality metrics, including but not limited to risk-adjusted outcome, appropriate use criteria, processes of care, and quality composite measures.
    • Working with NCDR’s academic analytic center partners to develop models for risk-adjusted or complex measures, or other calculation algorithms.
    • Advising on the translation of measures into visual and quantitative displays, including benchmark groupings, by IT, including supporting incorporation of voice of the customer applying human-centered design principles.
    • Contribute as part of author panel for manuscript development and submission to peer reviewed journals, as needed.
  4. Convene and collaborate with work groups of clinical and methodologic experts, and volunteer NCDR leadership, to ensure clinical sensibility during strategic planning and decision making for projects.
  5. Draft technical specifications and other measure or dataset related documentation.
  6. Serve as staff liaison and/or content expert to internal committees and advisory work groups, including presenting measure and dataset work at committee meetings, seminars, and national conferences.
  7. Manage multiple projects simultaneously and independently while demonstrating a high degree of productivity and adherence to deadlines.
  8. Support measure endorsement processes by external organizations, e.g., Centers for Medicare & Medicaid Services (CMS) Consensus Based Entity (CBE).
  9. Provide technical consultative guidance to internal teams to manage customer relations and address issues related to clinical datasets or measures.
  10. Support internal teams such as research, data analytics, advocacy, and/or institutional/health systems services in implementation of NCDR measures with external stakeholders (private payer, CMS, health systems, etc.) programs.
  11. Lead or support tasks related to government or private contracts, dependent on need and funding.
  12. Other responsibilities and duties, as needed.

Required Qualifications:

  1. Bachelor’s degree, preferably in public health or related field, or equivalent years of combined experience, education, and technical skill.
  2. 3 years of related work experience in evidence-based medicine,health services research, with technical understanding of specification development and implementation of performance measures.
  3. Strong organizational and project management skills with the ability to organize multiple tasks and set priorities under strict deadlines.
  4. Demonstrated excellent oral and written communication skills.
  5. Ability to initiate and manage complex projects and to work independently.
  6. Ability to oversee and manage complex relationships.
  7. Ability work well in a team environment and to lead matrix project teams with physicians, executives, contractors, consultants, and other staff.
  8. Proficient with Windows-based Microsoft Office Suite.
  9. Available for travel up to one week at a time.

Desired Qualifications:

  1. Master's degree in public health or related field preferred.
  2. 5 years of direct work experience in healthcare performance measurement or quality improvement.
  3. Clinical experience or knowledge of cardiovascular medicine.
  4. Experience in outcome research or quality improvement processes.
  5. Public speaking and presentation skills.
  6. Familiarity with Agile development methods (scrum, kanban, etc.) and technical support platforms.
  7. Familiarity with CMS’s CBE endorsement process, and the overall quality measurement landscape.
  8. Familiarity with standard health-related terminologies (SNOMED, ICD, CPT, LOINC, RxNorm, etc).
  9. Familiarity with MS Visio.
