Position Overview And Primary Duties And Responsibilities (essential Functions)The Director of Operational Excellence (DOPX) reports directly to Alutiiq, LLC’s (Alutiiq) Operations and Compliance Executive (O&CE) and supports the O&CE in the O&CE’s provision of strategic guidance and direction to certain Presidents of Alutiiq’s subsidiaries. As part of these efforts, the DOPX, under the O&CE’s direction, supports Alutiiq’s efforts to benchmark its subsidiaries’ financial and operational performance against Alutiiq’s overarching strategic plan. Also as directed by the O&CE, the DOPX supports the Presidents of Alutiiq’s subsidiaries in their subsidiary’s business development efforts and supports Alutiiq’s optimization and strategic efforts as described further below.
Responsibilities Primary/Major Duties and Responsibilities (Essential Functions): As directed by the O&CE and subject to the O&CE’s supervision, the DOPX performs the following duties as part of the common administrative services (CAS) that Alutiiq provides to its subsidiaries:

- Supports Alutiiq’s efforts to identify and establish benchmarks against which Alutiiq can evaluate its subsidiaries’ financial and operational performance to ensure they are consistent with Alutiiq’s overarching strategic plan for its subsidiaries. This support includes:
- Developing metrics and other KPIs by which Alutiiq can effectively and consistently assess each subsidiary’s operational and financial performance against that subsidiary’s strategic goals and objectives.
- Identifying and implementing business and technological solutions to assist in tracking and analyzing the above metrics and other KPIs.
- Providing analyzed data regarding the above metrics and other KPIs to the O&CE to aid the O&CE’s executive-level oversight of each President’s management and control of their respective subsidiary’s day-to-day operations and, as part of that, the O&CE’s evaluation of each President’s ability to meet their subsidiary’s goals and objectives.
- Assists the Presidents of the relevant subsidiaries to capture contract opportunities once an opportunity has become concrete enough to be assigned to that President’s subsidiary. This assistance may include:
- Utilizing the above analysis to help identify efficiencies, as well as potential areas for improvement, that are common across multiple subsidiaries (e.g., tracking the number of employees who collectively hold certain certifications and years of experience in certain positions; evaluating the amount of hours and personnel a certain task requires on one contract as compared to another contract that calls for a similar type of work; analyzing employee retention efforts across contracts that call for work in similar industries); and sharing that analysis with the Presidents to inform the Presidents’ decisions regarding their respective subsidiary’s future bids and contract performance.
- Supports the O&CE’s efforts to optimize and streamline the CAS that Alutiiq receives from Afognak Native Corporation, as well as the CAS that Alutiiq provides its subsidiaries, which includes identifying efficiencies as well as potential areas for improvement in the provision of those services.
- Supports Alutiiq’s research and analysis of potential mergers and acquisitions, new business development opportunities, and other strategic activities.
- Supports the development and implementation of reliable and innovative business and technological solutions to challenges that Alutiiq encounters.
- Assists with the review and communication of corporate-wide policies and procedures affecting Alutiiq and its subsidiaries.
- Assists the O&CE in carrying out the directions of Alutiiq’s Chief Operating Officer.
- Adheres to Afognak’s Code of Ethics and Business Conduct and the highest standards of business ethics.
- Performs other duties as directed by the O&CE.
- Possess a master’s degree in Business Management or related field. This education requirement may be substituted with fifteen (15) or more years of relevant management or leadership experience in federal government contracting.
- Advanced business skills and depth/breadth of experience in proposal preparation, contract oversight, customer relations, subcontractor relations, project management, budgeting, performance metrics, career development, and personnel management.
- Knowledge and experience with the FAR and the Service Contract Act.
- Excellent communication, presentation, and interpersonal skills.
- Strong leadership and mentorship skills.
- Ability to manage conflict and find creative alternatives to difficult situations.
- Active Top-Secret Clearance or ability to achieve/maintain.
- At least twenty (20) years of experience in federal government military or civil service or equivalent as a federal contractor.
- At least five (5) years of senior management or executive position experience with a federal government contractor with annual revenue over $50 million.
- At least fifteen (15) years of experience managing employees.
- Experience with the SBA 8(a) Business Development Program
