    Qualifications:
    • Bachelor's Degree in business administration, accounting, or related field
    • Minimum three years' experience in accounting, business management or related field
    • Experience in public school accounting preferred
    • School and/or business leadership experience
    • Excellent interpersonal and communication skills
    • Demonstrated skills in computer technology and financial / computer software applications
    • Satisfactory work record & criminal/child abuse clearances (Acts 34, 114 and 151)
    • Such additional or alternatives to the above qualifications as the Director may determine appropriate and acceptable
    Summary Under the direct supervision of the Director of Financial Planning, the Accounting Manager assures adequate fiscal controls and proper accounting and disbursement procedures and ensures that district expenditures are within grant limits and approved budget appropriations and are according to local, state, and federal policies and regulations.
    Essential Duties and Responsibilities
    • Serves as an advisor to the Director of Finance on issues relating to the business and financial affairs of the District
    • Assists in annual budget development and assumes responsibility for its day-to-day administration
    • Assists in financial monitoring and budget forecasting
    • Provides monthly reporting of expenditures to all schools and departments
    • Coordinates and reviews budgetary transfers and prepares list for Board approvals
    • Manages purchasing and bidding processes pursuant to State code and related guidelines, and ensures participation in select joint purchasing efforts
    • Oversees the preparation and submission of required accounting reports, including but not limited to the Act 80 report and the PDE-374 report
    • Provides oversight in establish new budget codes
    • Invoices other school districts and entities for services provided by the ASD
    • Provides oversight of the completion of required state, federal and independent audits
    • Assist in the preparation of a 5-year Budget Forecast
    • Forecast 5, Position Control, Plancon J.
    • Analyzes the effectiveness of districts financial programs
    • Prepare reports as required by the District Auditors
    • Insures timely payment of outstanding bond, EMMA responsibility PDE 2071
    • Oversees monthly closings and reconciliation of accounts
    • Annual recognition with Tax & Revenue Collections
    • Recommends new procedures as desirable and necessary to improve efficiency and effectiveness in all business functions
    • Performs such other tasks and assumes such other responsibilities as may be assigned or delegated by the Executive Director of Financial Planning, the Chief Financial Officer and/or the Superintendent of Schools

    Assists the Executive Director of Financial Planning in the supervision of staff the Business/Finance Office, and assists in the coordination and evaluation of these individuals. Responsibilities include training employees; planning, assigning, and directing work; addressing complaints and resolving problems as needed.
