Position Title: 9-1-1 Manager

Salary: $75,000.00 per year

Minimum Requirements:

  • High School Diploma and ten (10) years of experience in the public safety telecommunications field or as a public safety officer to include five (5) years in a supervisory or administrative capacity, or
  • An equivalent combination of education, training, or experience is acceptable (i.e., a related Bachelor’s degree may be substituted for four years of experience in public safety).

Position Summary:
Reporting to the Deputy 9-1-1 Coordinator, this position is responsible for the supervision of the County Public Safety Telecommunications Officers and Shift Commanders in the 9-1-1 Center. The 9-1-1 Manager provides for the planning, direction, and management of the emergency communications structure of the Allegheny County 9-1- 1 Public Safety Answering Point (PSAP). The PSAP directs the receipt and processing of calls for assistance through the emergency telephone (9-1-1) system, to include the dispatch and monitoring of appropriate emergency response providers such as fire, police, rescue, Emergency Medical Services (EMS), and the Emergency Management Agency (EMA). The PSAP assists with EMA coordination of plans and the response of county and other agencies to natural or man-made disasters or other emergencies. The security and integrity of 9-1-1 center records (in a variety of media formats) are maintained via standard operating procedures.

Overview:

Duties:

  • Supervises 9-1-1 Shift Commanders and Telecommunications Officers in performance of work duties and responsibilities; evaluate performance, provides feedback, recommends hiring, firing and discipline.
  • Ensures the databases, computer programs, and related technical capabilities of the PSAP are maintained, fully functional and updated.
  • Coordinates activities with responsible officials of area law enforcement, fire, EMS, rescue, EMA, HazMat and similar critical services, ensures all agencies have standard operating procedures to cover emergency situations.
  • Communicates with telephone company personnel vendors, equipment maintenance firms, and local government officials to ensure that the needs of the PSAP, the county, and the local government are met.
  • Attends and participates in meetings of area public safety and emergency service providers and their associations or of the general public when public safety issues involving the PSAP services are to be discussed.
  • Ensures that official records of 9-1-1 transactions are safeguarded, accurately copied/transcribed, and duly certified for use in official and judicial actions; oversee the emergency management database, as appropriate.
  • Assists with public education programs.
  • Manages projects/programs or consulting contracts approved by the county.
  • Develops and maintain PSAP disaster plans and procedures; develops long-range plans for the PSAP.
  • Maintains a working knowledge and understanding of emergency management regulations and standards, FCC regulations, as well as related state and federal programs.
  • Assures departmental representation in emergency management and telecommunications associations and organizations.
  • Maintains 24-hour on call status, advise Emergency Services Chief/Deputy Chiefs of significant incidents, and respond to significant community emergency incidents or extraordinary circumstances affecting communications.
  • Supports the Deputy 9-1-1 Coordinator to maintain appropriate contacts with field user agencies and local, state, and federal government officials.
  • Performs other duties as required.

Knowledge, Skills, and Abilities

Knowledge of:

  • Management principles and practices.
  • Modern telecommunications, radio, and computer aided dispatch records management systems.

Skill in:

  • Microsoft Office Suite.
  • Kronos/Telestaff/Novatime.

Ability to:

  • Supervise, train, and develop a staff of technical and supervisory personnel.
  • Function effectively under extended stress and in conditions requiring rapid evaluations of information and decision making.
  • Professionally communicate and deal with a variety of people.
  • Analyze complex and/or technical problems and identify solutions.
  • Make effective presentations before other officials, management, employee groups, and the general public.
  • Communicate clearly and effectively both orally and in writing.
