Summary:
All Native Group is seeking a Financial Analyst to support the US Army in Rosslyn, VA The Financial Analyst provides program support, which includes but is not limited to, providing budgetary support, assistance in program planning, project and program management, assistance in program planning, estimating financial requirements and planning budgets for United States Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA (ALT)) medical system.
Essential Functions
Candidate shall support the analytical, and management support requirements of activities, such as data collection and analysis, program plan preparation, report and briefing preparation, communication and coordination with stakeholders, and coordination of staffing actions.
Provide analytical and management support services including:
- Support Defense Acquisition System (DAS) science and technology management and program management processes including review and analysis of technology roadmaps, transition agreements, acquisition program documentation
- Support annual Planning, Programming, Budgeting, and Execution (PPBE) processes including developing, analyzing, and evaluating program plans, program objective memorandum (POM), budget estimate submission (BES), Congressional budget displays and briefings, and funds obligation and disbursement
- Support Joint Capabilities Integration and Development System (JCIDS) and Army Requirements Oversight Council (AROC) processes, including reviewing, analyzing, and integrating materiel and non-materiel requirements
- Support MSO management processes including meeting coordination, tasker management, and correspondence control
Analytical Services
- Collect, analyze, and report on financial data
- Communicate and coordinate with enterprise stakeholders including other ASA(ALT) offices, other Headquarters, Department of the Army (HQDA) offices, other Army Organizations, and Department of Defense and Office of the Secretary of Defense, and Joint Staff organizations
- Assist with the preparation of the medical S&T and PD&SM POM and BES
- Prepare and revise Congressional Budget Displays (R-forms and P-forms) and briefing charts
- Maintain situational awareness of medical S&T and PD&SM program cost, schedule, and technical performance; monitor program transition agreements and Stage Gate metrics; advise on program risks, issues, and opportunities
- Prepare briefing charts, including graphics, as required
Management Support Services
Anticipated tasks in support of MSO areas of responsibility (S&T, PD&SM, Lifecycle Logistics, and Chemical-Biological Defense Program Executive Agent Working Group) include:
- Lead Multiple System Operator (MSO) knowledge management efforts
- Manage MSO tasker assignment and track completion
- Prepare for, attend, and report on meetings
- Ensure MSO written communications (e.g., memoranda, information papers, and executive summaries) are prepared in accordance with Army regulations (e.g., AR 25-50) and HQDA policy (e.g., DA Memo 25-52)
- Prepare briefing charts, including graphics, as required; ensure they are prepared in accordance with policy and guidance
- Prepare, coordinate, and monitor HQDA staffing packages through final signature
Competencies
- Good Knowledge of the Defense Acquisition System equivalent to Defense Acquisition Workforce Improvement Act Level II certification in the Program Management and Science and Technology Management career fields
- Good knowledge of the PPBE process, preferably experience building and defending an organizational POM
- Basic knowledge of the JCIDS and AROC processes
- Attention to detail
- Knowledge of correct handling and safeguarding of classified information
- Knowledge of the US Army Medical Research and Materiel Command is greatly beneficial
- Excellent written communication skills, preferably experience with executive writing style used in HQDA communications
- Expert skill with Microsoft Office applications, especially PowerPoint, Excel, and Outlook
- Able to quickly build rapport, resolve differences of opinion diplomatically, and reach consensus with other stakeholders
- Time management skills
- Ability to work without direct supervision: identify work that needs to be completed, coordinate with co-workers, and complete tasks independently
- Ability to operate in a fast-paced, detail-oriented environment
- Ability to read, understand, and implement relevant Department of Defense and Army Regulations and other administrative publications (e.g., DoDI 5000.02, AR 25-50, AR 40-60, AR 70-1, DA PAM 70-3)

Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Position Type/Expected Hours of Work
This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours required, as required by business need.
Travel
Travel is primarily local during the business day, although some out of the area travel and overnight may be expected.
Experience Prior military experience is highly desirable
