Summary:
Under close supervision, provides technical assistance and support services to promote the operation and maintenance of Native community-owned and operated sanitation facilities, while developing the skillset to transition into the Utility Operations Specialist I position.
Under close supervision, provides technical assistance and support services to promote the operation and maintenance of Native community-owned and operated sanitation facilities, while developing the skillset to transition into the Utility Operations Specialist I position.

Responsibilities:
Thirty percent of job duties will be devoted to the educational development of the skillset required in transitioning into the Utility Operations Specialist I position. The educational development will be in combination of reading text and electronic training materials, virtual and in person trainings, videos and other trainings as assigned.
Assists in providing support services to promote the operation and maintenance of water treatment and wastewater disposal facilities. Works in collaboration with senior staff in responding to sanitation facility emergencies and requests for assistance, and to identify, research, and recommend solutions to sanitation and water facility problems.
Prepares summary report drafts. Inspects equipment, reviews plans and specifications. Reviews designs with respect to onsite operability. Reviews and redlines operation and maintenance manuals. Reviews, evaluates, and recommends improved process control methods to improve operation and maintenance of drinking water, wastewater and solid waste facilities.
Assists in providing basic training and instruction to water and wastewater plant operators on a variety of subjects in a field environment. Under guidance, assists operators and provide special help as needed. Locates problems and direct repair of sanitation facilities.
Installs, repairs, and replaces equipment as needed; follows safety precautions and procedures according to department policy.
Performs other duties as assigned.

Familiarity of federal and state laws and regulations for drinking water and wastewater treatment.
Familiarity of mechanical processes and chemical treatments for water and wastewater systems.
Basic skill in the use of tools, materials, and equipment used in sanitation facilities.
Basic skill in establishing and maintaining effective working relations with co-workers and representatives from other local, state and federal agencies.
Basic skill in operating a personal computer utilizing a variety of software applications.
Basic skill in reading/evaluating design drawings, plans, specifications and technical schematics.
Basic skills in assessing and prioritizing multiple tasks, projects and demands.
Basic skill in using analytical and research techniques to define and solve problems.
Basic skill in reading, redlining and finalizing technical O&M manuals.
Skill in working with deadlines to complete projects and assignments.
MINIMUM EDUCATION QUALIFICATION
A high school diploma or GED equivalent.

Non-supervisory – No prior experience is required. Training and on the job skills will be provided.

Depending on the needs of the organization, some incumbents in this job class may be required to obtain additional certifications or training in one or more specialty areas.
