The Wellness and Prevention Department is seeking a Project Manager I candidate for the Tobacco Prevention Program.

Summary:

Under general direction, manages project planning, funding, approval, and implementation. Works with staff members and other stakeholders to successfully plan and execute projects that support the priorities of the organization while ensuring that projects are completed on schedule.

Responsibilities:

Coordinates and manages projects, incorporating and adhering to project management standards and methodology, using prescribed tools and documents as required to coordinate and manager projects. Successfully manages the scope of the project, including client priorities and expectations of product and services, ensuring customer satisfaction.

Tracks the day-to-day activities required to ensure projects are completed on time, successfully, and in a manner consistent with organizational goals, departmental policies, and/or the standard terms and conditions of the contract, if applicable.

Coordinates assigned staff in all aspects of the planning, design and implementation of highly complex projects. Manages the integration of vendor tasks and tracks/reviews vendor deliverables. Serves as the lead contact for internal and external customers on assigned projects.

Forecasts resource needs and secures skilled staff from resource managers as far in advance as possible. Develops budgets and tracks invoicing as appropriate.

Communicates all of the requirements and commitments (both verbally and in writing) for each project with clients, ANTHC staff and management. Participates with other project managers in standards development, educational sessions and process improvement projects.

Publishes and maintains status reports, communication plans, risk plans as is consistent with ANMC standards. Conducts project meetings and is responsible for project tracking analysis and project budgets.

Performs other duties as assigned.

Addendum for Tobacco Prevention Program

Job Summary: Coordinates outreach, education and grant-related activities for the ANTHC Tobacco Prevention Program.

  • Collaboration: Collaborates internally with the Marketing Department and other stakeholders to support and promote tobacco prevention efforts across the Alaska Native Health Campus (ANHC). Collaborates externally with State and Federal partners including the State of Alaska Tobacco Prevention & Control Program.
  • Grants Management and Reporting : Provides input on the narrative, work plan, evaluation plan and budget for new grant applications. Manages the day-to-day activities of existing grants including tracking work plan progress, acting as a point of contact for all partners, and assists with quarterly and annual progress and financial reports.
  • Contract Management: Maintains working relationships with contractors. Develops deliverables, tracks progress and reviews invoices for all contracts associated with grant activities.
  • Strategic Plan: Contributes to the implementation of long-term and short-term goals that align with tribal community needs and identifies successes and challenges to inform strategic planning. Works with Program leadership to update goals as needed.

Additional Knowledge and Skills:

  • Knowledge of public health concepts, including the statewide health improvement plan.
  • Knowledge of grants management and budgeting.
  • Knowledge of basic concepts of public health evaluation.
  • Technical writing skills.
  • Prefer experience and knowledge in the tobacco prevention field, including tobacco prevention best practices and counseling.
Project Manager I

Assists in the development of project scope and objectives. Assists in the development of detailed work plans, which include clear milestones and assignment of project task responsibilities and schedules.

KNOWLEDGE and SKILLS

  • Knowledge and proficiency with MS Project, Excel, Word, PowerPoint and Visio.
  • Knowledge of Project management experience to include the use of standard methodologies on complex projects in a healthcare environment.
  • Knowledge of applicable statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
  • Skill in assessing and prioritizing multiple tasks, projects and demands.
  • Skill in establishing and maintaining effective working relations with co-workers, contractors, and representatives from other local, state and Federal organizations.
  • Skill in operating a personal computer utilizing a variety of software applications.

MINIMUM EDUCATION QUALIFICATION

Project Manager I

A Bachelor’s Degree in project management or related field. Progressively responsible professional/exempt work experience in all aspects of the planning, design and implementation of highly complex projects may be substituted on a year-for-year basis for college education.

MINIMUM EXPERIENCE QUALIFICATION

Project Manager I

Non-supervisory - Four (4) years professional work experience managing major projects or working in positions using all the aspects of planning, design and implementation of projects. An equivalent combination of relevant education and/or training may be substituted for experience.
