Alaska Native Tribal Health Consortium has a hiring preference for qualified Alaska Native and American Indian applicants pursuant to P.L. 93-638 Indian Self Determination Act.

Summary:

Under limited supervision and in close collaboration with other Health Information Technology (HIT) teams, manages and directs the functional implementation and maintenance of the application layer for a large complex integrated network of systems. Acts as liaison between operational teams and customer to manage customer expectations. Develops and implements processes to help ensure HIT operational roadmap is in alignment with customer needs. Supervises applications staff; assures reliability and security of networks and systems and assists with regulatory compliance.

Responsibilities:

Primary point of contact for all HIT-managed enterprise application integrations and functional support. Collaborates with internal HIT staff to operationalize complex solutions for integrated systems.

Ensures applications are configured to properly support the overall functionality, compatibility, stability and security of system architectures. Enforces procedures and standards for software design, testing, and configuration management documentation. Designs, documents, implements, demonstrates and tests quarterly data backup/recovery processes to meet business continuity needs. Reviews technical documentation and provides quality assurance on all aspects of application components.

Provides change, release and access management for all application components under their support responsibility. Leads the applications team to ensure compliance with all ITIL (IT infrastructure Library) standardized support and service delivery processes.

A nalyzes network and systems functionality to ensure optimal application performance; identifies and resolves incidents and works with other HIT departments to identify and correct problems; evaluates trends and recommends operational and procedural improvements. Interprets user concerns, defines requirements, inputs recommendations toward solutions, and recommends direction of new software strategies to improve business needs.

Directs and assures proper integration with other systems and applications; coordinates work necessary to meet goals and requirements. Directs the implementation and rollout of applications. Plans and coordinates the execution of software upgrades and replacement projects. Ensures optimal backup/recovery of software using best practices.

Manages and schedules assigned staff. Develops goals and priorities, and assigns tasks and projects. Develops staff skills and coordinates with senior leadership to devise applicable training plans. Counsels, trains and coaches application staff. Implements corrective actions and conducts performance evaluations. Provides leadership, direction and guidance in systems operational strategies and procedures.

Manages special projects as required. Compiles and analyzes data. Develops and monitors project budgets. Prepares special and recurring reports. Prepares expenditure justification studies. Coordinates activities with other HIT Managers to meet customer and user requirements. Serves on HIT committees and other services groups.

Maintains professional expertise and knowledge through ongoing education and study of new network and systems technologies.

Performs other duties as assigned.

KNOWLEDGE and SKILLS

  • Knowledge of applicable statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives.
  • Knowledge of network and systems hardware and software-including but not limited to IP (version 4 and 6),DNS, Cisco switch gear (switches, routers, wireless and PIX firewall), Microsoft (Windows Servers, SQL Servers, Active Directory and Exchange Servers),IBM (AIX, AS400,DB2, P-series, HACMP and Tivoli Storage Manager), Oracle Cache’, NetApp NAS and PureStorage SAN.
  • Knowledge of network and systems engineering principles.
  • Knowledge of technical support resources for hardware and software.
  • Knowledge of the principles and practices of cost accounting and budgeting.
  • Knowledge of ITIL (IT infrastructure library). Skill in effectively managing and leading staff, and delegating tasks and authority.
  • Skill in assessing, analyzing, identifying and implementing solutions to complex problems.
  • Skill in assessing and prioritizing multiple tasks, projects and demands.
  • Skill in working within deadlines to complete projects and assignments.
  • Skill in establishing and maintaining effective working relations with other employees.
  • Skill in operating a personal computer utilizing a variety of software applications.
  • Skill in managing interpersonal relationships.
MINIMUM EDUCATION QUALIFICATION
A Bachelor's degree in Computer Science or related field. Progressively responsible professional/exempt work-related experience, education, or training may be substituted on a year-for-year basis for college education.

MINIMUM EXPERIENCE QUALIFICATION

N on-supervisory – Five (5) years of network and/or systems administration experience in an organization with at least 500 users and 30 servers. An equivalent combination of relevant education and/or training may be substituted for experience.

AND

S upervisory – Two (2) years involving employee supervision.

PREFERRED CERTIFICATION QUALIFICATION

I TIL foundations and service design training and certification (or current equivalent) is preferred.

ADDITIONAL REQUIREMENTS

A ccording to the needs of the organization, some incumbents in this job class may be required to obtain additional systems certifications.
