JOB SUMMARY: Under limited supervision of the Chief Information Officer (and Chief Medical Information Officer), directs and leads all aspects of support and implementation for clinical information systems and related aspects for the Alaska Tribal Health Systems. The following duties are to provide a representative summary of the essential duties and responsibilities and ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
REPRESENTATIVE DUTIES
Provides leadership and direction to align clinical information systems to achieve the vision that Alaska Natives are the healthiest people in the world. Provides consultation services to clinical and business departments within the statewide Alaska Native shared EHR to provide recommendations related to clinical information systems to ensure regulatory compliance, recommend process and system changes to ensure patient safety and revenue enhancement. Provides recommendations for clinical settings for new software/clinical applications. Serves as the primary contact and subject matter expert on employing Clinical Information Systems to best meet the needs of the Alaska Tribal Health System. Serves as liaison between clinical providers and other leadership for Clinical IT services. Participates and/or leads EHR leadership meetings and events; participates in hospital and clinic operations meetings including select CCBG’s as requested or required. Provides leadership and coordination between clinicians and vendors to ensure continuous software improvements and development to meet the needs of clinical care providers. Provides leadership and support to Clinical Informatics team in the development of clinical and information management process improvement initiatives. Develops strategies and leads the adoption of best practices, processes and technologies to ensure alignment with other HIT departments. Establishes key performance indicators and service level agreements for continually improving the service to clinical customers. Works collaboratively with other HIT leadership on strategic direction of the Alaska Native Shared EHR and IT services by assisting with identification and selection of new technologies impacting clinical care provides. Participates fully in the development of an IT Strategic plan to contribute to, and align with, the business needs of ANTHC departments and programs. Provides direction and oversight to Clinical Informatics staff for change management processes and communication related to EHR, IT projects and initiatives.
Ensures appropriate level of 7 x 24 clinical application support is available for Alaska Native Shared EHR staff. Works collaboratively with other IT leadership to ensure technology support and innovation to meet the needs of the clinical care providers. Develops and fosters a culture within the staff to deliver excellent customer service and exceptional quality of services and products. Develops goals and priorities in collaboration with employees, and assigns tasks and projects. Develops staff skills and training plans. Supervises, counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations. Responsible for managing the budget process for the Clinical Informatics department. Projects departmental budget requirements, follows annual budgeting process guidelines and procedures. Reviews expenditures monthly to ensure expenses are within budgeted amounts and documents accordingly. Maintains current knowledge of trends in clinical information systems and the associated technologies. Participates in user groups nationally and at the local level. Performs other duties as assigned.
KNOWLEDGE and SKILLS
MINIMUM EDUCATION QUALIFICATION
A Bachelor’s Degree in a clinical healthcare field.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory - Five (5) years clinical work experience as a licensed healthcare clinician AND Five (5) years clinical application support experience AND Supervisory - Five (5) years of experience in management in a healthcare setting.
MINIMUM CERTIFICATION QUALIFICATI O N
Current United States unrestricted license in a healthcare field.
PREFERRED EDUCATION QUALIFICATION
A Master’s Degree in Clinical healthcare field or Informatics.
PREFERRED EXPERIENCE QUALIFICATION N/A PREFERRED CERTIFICATION QUALIFICATION
Certification in ITIL.
