Summary: Under limited supervision, plans, directs, supervises and coordinates (usually through the superintendents) activities and personnel concerned with rural Alaska construction of sanitation and health facilities. Responsibilities: Participates in design review of engineering plan sets, and in the development of construction project activities to include organization, scheduling, budgeting, and implementation. Delivers high quality finished projects on time, within budget, according to approved plans, and in compliance with safety program requirements. Works with the Construction Leadership to establish construction priorities. Supervises and mentors lower level Construction Managers as assigned. Responsible for managing construction activities in coordination with superintendents to meet project deadlines, budgets, and in compliance with approved plans. Participates in design reviews. Manages and oversees the completion of material take-off’s, construction cost estimates, and procurement activities. Responsible for project construction scheduling, including pre-construction, construction and post construction phases. Manages construction staffing needs, and coordination of heavy equipment, tools, and safety equipment needs. Prepares and updates project construction budget and reports. Monitors project construction activities performed by ANTHC, Tribal Health Organizations (THO), and private contractors, including construction inspection, testing, testing certification documentation, and system commissioning of the finished product (plumbing, electrical work, buildings and structural work). Coordinates and manages logistics of materials and equipment to and from project sites. Coordinates acquisition of the project office and or lodging for project staff. In conjunction with DEHE safety personnel and construction superintendents, coordinates and prepares written project safety plans using the ANTHC Safety Guidelines and assures regulatory compliance. Coordinates, manages and documents the pre-final, final, and warranty inspections. Reviews record drawings to ensure completeness. Responsible for establishment of proper insurance policies, employee payroll and hiring documentation with regard to local force account construction labor force. Prepares payroll estimates for establishment of workmen’s compensation insurance. Manages completion of periodic review and reconciliation of financial data to ensure proper job cost coding of construction expenditures. Analyzes construction costs for use in estimating future project costs. Performs ongoing quality assurance activities during construction projects constructed by ANTHC, THO, local communities and private contractors. Confers with supervisory personnel, contractors, design engineers, and technicians to discuss and resolve matters, such as work procedures, complaints, design changes, and construction problems. Provides progress reports to Construction Leadership and project managers. Provides leadership, direction, and guidance to assigned staff. Develops goals and priorities in conjunction with employees, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations. Evaluates field and office staff performance goals including budget, schedule and safety. Performs other duties as assigned. · Knowledge of developing and overseeing systems for coordination of equipment, personnel and long lead material procurement. · Knowledge of all applicable building and trades codes, formal training and experience in construction project management, cost estimating, and scheduling. · Skill in excellent verbal communication, written communication, and organizational skills. · Skill in the use of computers for Construction Scheduling (Microsoft Project), Cost Estimating, Cost Tracking and correspondence. MINIMUM EDUCATION QUALIFICATION A Bachelor’s degree in Project Management, Construction Management, Engineering, or related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education. MINIMUM EXPERIENCE QUALIFICATION Non-supervisory - Ten (10) years of experience in construction administration or construction management, INCLUDING two (2) years construction experience in Alaska. An equivalent combination of relevant education and/or training may be substituted for experience. INCLUDING Supervisory – Two (2) years involving employee supervision. MINIMUM CERTIFICATION QUALIFICATION · An Alaska driver’s lice nse with a clean driving record is required. PREFERRED EXPERIENCE QUALIFICATION · Experience involving employee supervision preferred. · Experience in the fields of building construction, heating and ventilating, carpentry, plumbing, heavy equipment operation, electrical wiring, and earthwork. · Plumber or Electrician Certificate of Fitness.
