The Akron Board of Education announces an opening for a Program Manager, Bilingual ESL Refugee Grants - Early RSI Grant Job Code 071, TS 522 (260 Days), Salary Range TBD.

Collective Bargaining Unit - None.

This is a position funded by a grant from an entity external to Akron Public Schools and therefore, is contingent upon approved funding by the external entity.

Position Summary: The ESL Refugee Program Manager is a split funded position between the Early RSI Grant and Title III (as needed) to manage ESL grants, collect data for evidence of support, submit requirements for the grants, oversee interpretation and translations of district documents and videos, and to work collaboratively with our students and families, and district departments to ensure that our EL families will have equitable access to programs and services.

Responsibilities and Essential Functions: The following duties are representative of performance expectations. A reasonable accommodation may be made to enable a qualified individual with a disability to perform essential functions.

  • Supervise and assign tasks for interpreters assigned to the district and schools for the purpose of translation and interpretation services for building documents, websites, and videos and other district and school communications.
  • Complete performance review process for all assigned staff as required.
  • Supervise and oversee assigned interpreters and regarding translation services to meet the needs of refugee families.
  • Develop and implement projects to ensure Limited English Proficient (LEP) families will be able to access district programs.
  • Review, evaluate and approve translation of transcripts and other documents assigned.
  • Work closely with schools to determine grade placement for students as needed.
  • Support family engagement for Limited English Proficient families.
  • Schedule and lead weekly team meetings for assigned staff.
  • Develop and implement professional learning programs for APS staff.
  • Develop and maintain relationships with community partners to connect and work collaboratively to meet the needs of refugees families and students.
  • Coordinate with schools and community partners to develop and execute a strategy to increase family engagement in academic improvement, high school and beyond planning, and career and college awareness and access.
  • Develop and oversee and the advisory groups of students, families, and community members to ensure activities are responsive to identified needs.
  • Manage state and federal grant funds. Ensure deliverables (surveys, data, reports) are met by schools, district offices, and external contractors.
  • Manage, allocate, adjust, and evaluate grant budgets based on the district and family needs to meet academic achievement, attendance, and professional development goals.
  • Work closely with schools to review evaluation data regularly and make program improvements based on those reports.
  • Collaborate with the ESL Supervisor to support the implementation of EL practices and ensuring the fidelity of the ESL program under family engagement by organizing training sessions, providing direct support to teachers and school leaders, and managing interpreters.
  • Support the recruiting/hiring of interpreters and creating schedules for interpreters to meet the needs of the families, students, and building.
  • Assist with recruiting faculty from target schools for professional development sessions.
  • Reports to and performs any other tasks assigned by the Supervisor of ESL and/or the Chief of Academic Offices (CAO).

Qualifications:

Required: Must be met at the time of application except where noted:

  • Bachelor’s degree in International Studies or related field.
  • Knowledge about the purpose of Refugee Grants and refugee supports
  • Demonstrated excellence in communication.
  • Oral fluency in English and Spanish languages.
  • Experience in working with refugees.
  • Experience in immigration law.
  • Ability to communicate effectively with administrators, staff, parents, students and community.

Desired:

  • Ability to use technology to organize data to allow for decision making regarding curriculum, instruction and assessments.
  • Prior experience with grant administration, reporting, etc.
  • Knowledge of the ESL programming.

  • Frequent district wide travel and occasional prolonged and irregular hours.
