The Federal Distribution Controller, working under the supervision of the Federal Operations Finance Executive will manage and provide leadership to the senior managers of the corporate-wide Cash Disbursements Team (Payroll/Accounts Payable functions). Through effective team leadership and collaboration with other corporate stakeholders, this position will effectively lead and apply significant focus in providing timely, accurate and compliant cash disbursement services for the Company.

In addition to providing daily oversight to the Company’s Payroll and Accounts Payable functions, this position will be responsible for identifying improvements targeted at streamlining cash disbursement and related General Ledger processes by modernizing and standardizing all facets of the corporate-wide cash disbursements process.

This position will also work closely with Finance and other Department stakeholders to design and develop improved system processes, implement tools and new technology with the goal of improving departmental efficiencies, while mitigating cash risk and ensuring compliance with all regulatory requirements through sound internal process controls.

• Manage all facets of the corporate-wide Payroll and Accounts Payable functions to include streamlining and standardizing business processes to best practice models within industry.
• Develop and implement departmental process benchmarks, perform gap analysis to identify costly inefficiencies and opportunities for cost savings throughout the corporation
• Develop, manage and promote bests practices for accounts payable and payroll processing
• Provide positive leadership to the Cash Disbursements team, embrace collaboration and develop team goals and initiatives – fostering an environment of health and wellbeing
• Enforce cash disbursement financial compliance by designing and implementing corporate policies and procedures as well as overseeing sound internal controls
• Design and develop sound internal controls to mitigate cash risk and oversee regulatory compliance as applicable
• Assist with external and internal financial audits as needed.
• Work with compliance team and other key departmental leads to ensure processes and payments comply with FAR, DOL, IRS and other regulatory requirements.
• Research regulatory concerns as they arise and communicate effectively and often

• Bachelor’s degree in Accounting or Finance or 7 years of progressive experience to include significant expertise in driving change
• 5 years of increasing supervisory experience
• Significant experience in Deltek Costpoint, Cognos Enterprise Reporting, ADP, etc.
