Job Description

AECOM is serving as the General Engineering Consultant on this first-ever Design-Build-Finance-Operate-Maintain contract for the Department of Transportation (GDOT). As the General Engineering Consultant (GEC), the AECOM team will be serving as the owner's representative to oversee the Developer during the final design and construction of this $1.2B project along SR 400 in the northern suburbs of metropolitan Atlanta. Design and Construction will begin later this year and likely carry into 2030/2031.

The Engineering Owners Verification Manager will serve as a member of the Post-Let Management Team. The position will be located in the project field office near the project corridor to be determined by the Developer. The anticipated start date for this position is mid-May 2024.

  • Verifies Design Quality Assurance manager performance in regard to adherence to accept Design Quality Management Plan.

  • Oversees engineering Owner verification functions.

  • Oversees any design-related product/process audits.

  • Provides final recommendation to Project Management Team (PMT)PM/dPM on resolving Submittal reviews and Design related or engineering aspects of Project initiated Non-Conformance Reports (NCRs.

  • Coordinates daily activities with the Engineering Owner's Verification Manager in managing the technical (design/engineering) activities.

  • Tracks and oversees the timely review of the management plans and risk-based review of design Submittals, field Change Requests, and Design Change Notices..

  • Assists the PMT PM/dPM in managing the deployment of efficient Project resources to verify GDOT Project Agreement obligations are satisfied, and Work is performed efficiently.

  • Works with Construction OV Manager and staff (document control) to address the issues and be familiar with the documents received and submitted.

  • Coordinate with the Commercial Business Lead (CBL) to verify documentation is properly worded and routed through the right channels as per the PA Documents requirements. Seek advice from CBL to understand and interpret PA Documents correctly.

  • Reviews the draft Statement Of Value (SOV), provides comments on the Developer progress, coordinates with PMT PM/dPM, and provides support for negotiation meetings relating to the Design Work.

  • Assists dPM with reviewing and processing GEC invoices.

  • Attends and engages in internal and external meetings, and reviews meeting minutes.

  • Oversees the identification and tracking of emerging engineering related Project issues and informs the PMT PM/dPM of any matters requiring additional support or escalation.

  • Provides verification of the Project Progress Schedule until final design.

  • Participates in Over-The-Shoulder (OTS) sessions to address comments and questions on the management plans and Design Documents in an effort to assist in the implementation of comments and resubmittal in a timely manner.

  • Assists in Project auditing of Developer by, working with the Engineering Compliance Lead to develop an audit schedule, identifying items for targeted auditing, developing the process and product audits form content, performs review of objective evidence to identify compliance, opportunities for Improvement, or required corrective or preventative actions.

  • Assists with compilation and documentation of Project lessons learned with the PCE.

  • Responsible for the execution of GEC TO scope, focused predominately on the Engineering Work but expected to be engaged in aspects of Construction execution, and the submitted Product being provided to PMT for implementation.

  • Administers the Technical Review and Recommendation (TRR) process and coordinates with the appropriate Leads, and supports CBL in crafting draft recommended responses to Developer asserted claims for GDOT consideration.

  • Proactively manages their Team/Staff

Qualifications

Minimum:

  • BS Civil Engineering 8 years of highway engineering or construction compliance-related experience.

  • Professional Engineer registration in Georgia

  • Experience with GDOT highway construction projects

  • Experience with GDOT standards, policies, and practices

  • Experience and understanding of the Federal, State, and Local regulations applicable to construction projects, including environmental, safety, and construction standards.

  • Experience and ability to interpret complex legal and technical documents and apply them to practical construction

  • Experience and ability to effectively convey compliance requirements to a diverse range of stakeholders

  • Project managements experience with the ability to manage multiple priorities and deadlines.

Preferred:

  • Experience with GDOT highway construction projects

The offered rate of compensation will be based on individual education, qualifications, experience, and work location. The salary range for this position typically is $107,000 to $174,500.
