Job Description

AECOM is seeking a Cultural Resources Project Manager for our ADA Stations Program that is based out of Philadelphia. This role can work remotely from the United States with occasional travel to the Philadelphia office and stations throughout the United States.

General Program Description

The Amtrak ADA Stations Program (ADASP) is responsible for bringing Amtrak stations into compliance with the Americans with Disabilities Act. The ADASP implements design and construction of infrastructure improvements to provide accessibly to Amtrak’s intercity rail transportation system. This position will be part of a Joint Venture (AECOM & Jacobs) that is providing staff and services to Amtrak.

Responsibilities

  • Serves as the owner’s (Amtrak) Cultural Resources representative with external entities such cultural resources consultants, State Historic Preservation Offices, State and Local Government, Historic and Preservation groups, and other consulting parties. Must be flexible and manage multiple assignments simultaneously.

  • Reviews design documents to identify potential design scope that may cause an adverse effect to National Register of Historic Places (NRHP) listed or eligible for listing historic resource.

  • Assists the Project Manager with developing design strategies to protect historic properties focusing on avoidance, minimization, or mitigation of potential impacts.

  • Reviews interim design documents to determine if the design documents contain enough information to begin development of the Section 106 letter and support attachments.

  • Determines if project design warrants informal communication with respective SHPO to discuss project scope of work and potential to impact historic resources before initiation of the Section 106 process.

  • Conducts station research and documentation gathering, such as: existing conditions photographs, historic station design plans, etc. for use in the preparation of Section 106 attachments.

  • Coordinates the development of Section 106 Deliverables with the Cultural Resources Consultant.

  • Provides primary QA/QC of Section 106 deliverables in preparation for initial review by Amtrak’s Lead Historic Preservation Specialist.

  • Submits Amtrak finalized Section 106 deliverables to the Federal Railroad Administration (FRA) for review and signature.

  • Prints and packages Section 106 packages for shipment to respective SHPOs and THPOs for review and comment.

  • Emails Section 106 packages to respective consulting parties for review and comment.

  • Manages and tracks progress of the Section 106 Process for each project from initiation of the process to its resolution.

  • Serves as first level response for the ADASP to cultural resources inquires and works with Amtrak Lead Historic Preservation Specialist and Cultural Resources Consultant to address all Section 106 project comments, questions and request from SHPO, THPO, and other consulting parties.

  • Reports the status of Section 106 activities to program leadership.

  • Travels periodically to Amtrak stations nationwide to assess above ground historic resources.

  • Coordinates archaeological activities performed by contractors.

Qualifications

Minimum Requirements

  • Bachelor's degree in History, Historic Architecture or Archaeology or directly related field plus 6 years of Section 106 process application, coordination, and management experience or demonstrated equivalency of experience and/or education.

  • Must have the Professional Qualifications to be considered a Secretary of the Interior (SOI) Qualified Preservation Professional. Must be a SOI Qualified Historian, Archaeologist, or Architectural Historian.

Preferred Qualifications

  • Working knowledge of Adobe and Microsoft Office Suite.

  • Working knowledge of Section 106 of The National Historic Preservation Act and 36 CFR Part 800 – Protection of Historic Properties.

Exempt Position: Offered rate of compensation will be based on individual education, qualifications, experience, and work location. The salary range for this position typically is $90,000 - $125,000. Please note that this role can be based anywhere in the United States and compensation data will vary in each location, including higher or lower than the stated range.
