Job Description
AECOM Technical Services, Inc. has multiple openings for an Environmental Planner II to be based in Atlanta, GA.
Job Responsibilities:
  • Interpret and apply applicable government codes, ordinances and regulations related to Georgia Department of Transportation (GDOT) project work.
  • Initiate actions necessary to correct deficiencies or violations of Georgia regulations.
  • Act as a liaison between project stakeholders, community groups, government agencies, developers and elected officials in developing projects.
  • Conduct review of previously approved environmental and planning documents, including evaluation of applications, plats, permits, site plans, variance requests, transportation plans, and ensure local community development plans maintain consistency with project development.
  • Conduct extensive research in specific or general project areas, including land use planning/GIS, and translate desktop research into analysis and narrative/preparation of GIS-based mapping that are applicable to interviews with stakeholders.
  • Collect primary data from stakeholders, interpret data, and apply recommendations for clients.
  • Write and present formal and technical reports, working papers and correspondence.
  • Maintain administrative record using GDOT TPRO, PW, internal tracking, progress reporting, monthly meeting coordination.
  • Identify community problems, issues and opportunities that could be mitigated and raise these to project leads for developing strategies to address risks to scope, schedule, budget.
  • Develop strategies to promote economic and community development, or efficient land use consistent with community goals.
  • Evaluate adequacy of community facilities in meeting current and projected needs.
  • Recommend priorities, schedules and funding sources to implement public improvements plan.
  • May telecommute.
Qualifications
Minimum Requirements:
Candidates must have a Master's degree in Geosciences, Environmental Engineering, or related field, and 1 year of experience in the job offered, or in an environmental planning or geological-related occupation.
  1. ArcGIS, AutoCAD, Microstation, or Matlab;
  2. Analyzing noise and air quality using FHWA Traffic Noise Model version 2.5, FHWA Roadway Construction Noise Model, Motor Vehicle Emissions Simulator [MOVES] 2014, CAL3QHC CO Microscale Model, or FHWA's 2017 CO Categorical Hotspot Finding Tool;
  3. Working across history, archaeology, air, noise, ecology or NEPA staff to coordinate project deliverables on behalf of state DOT projects where the lead federal agency is FHWA;
  4. Preparing noise and air impact assessments;
  5. Analyzing environmental impacts from project activities and developing written descriptions of impacts for environmental documents;
  6. Preparing basic data and scientific documents to include maps, figures, technical reports, agency coordination, NEPA documents, and permit applications for authorization by local, state, and federal agencies;
  7. Reviewing NEPA documents, including figures to ensure alignment with NEPA narratives and appendices;
  8. Summarizing special studies activities for NEPA documentation for FHWA approvals;
  9. Supporting public meetings, assisting in preparing meeting materials, and compiling meeting results, including PowerPoint presentations, schedules, and PIOH response letters;
  10. Editing GIS to adhere to scope, schedule, and budget on preparation of environmental assessments and environmental impact statements in compliance with NEPA or other regulatory requirements;
  11. Manage transportation project schedules and aligning NEPA activities with major milestones with state DOTs;
  12. Anticipating risks, progress reporting to state DOTs and environmental offices; and
  13. Preparing NEPA documents, Programmatic Categorical Exclusions, Categorical Exclusions, Environmental Assessments, Environment Impact Reports, Environment Impact Statement, or contributions to NEPA documents for FHWA projects
