Advocate Aurora Health is Hiring an Enterprise Population Health Program Strategy & Planning Director Near Milwaukee, WI

This Director position will have responsibility for the entire AAH Enterprise Pop Health portfolio of programs and projects related EPH Value Based Contract Performance, Strategic Imperatives, and Innovation. The principal accountability of the Enterprise Population Health (EPH) Program Portfolio Director is to lead the organization in the best possible use of IT and business resources to deliver the maximum value and benefits from projects and programs within the strategic portfolio. The EPH Program Portfolio Director drives strategic planning and prioritization to successfully deliver multiple, complex Information Technology projects to meet the goals, values, and objectives Advocate Health’s Enterprise Population Health division. This position is a critical interface between the Business, Technical delivery teams, and 3rd party vendors. The EPH Program Strategy and Planning Director is the champion that brings a strategic view, application of best practices in project management, and internal/external relationship skills throughout the project cycle.

Major Responsibilities:

  • Oversees a team of highly skilled and visible individuals that are experts in defining strategic HIT roadmaps, business cases, Pro Forma’s, and capital and operating budgets.
  • Works in collaboration with the Group Vice President VSO operations and their direct reports, and senior business leadership to define Advocate Aurora Enterprise Population Health (EPH) HIT strategy and ensures its close alignment with the Advocate Aurora business strategy, goals and priorities.
  • Responsible for developing a portfolio of key EPH HIT projects to implement the Advocate Aurora EPH HIT strategy for review and approval by senior EPH and IT leadership.
  • Ensures new project requests have well defined business requirements and a clear definition of expected functionality provided, business benefits delivered, and expected costs.
  • Assists in monitoring major HIT projects both internally and with 3rd party vendors, identifying and escalating projects at risk to the EPH and HIT Steering Committee.
  • Conducts post-implementation reviews of projects to assess their effectiveness in IT and business terms, highlighting lessons learned and opportunities to enhance performance. Tracks benefit delivery of completed projects providing an assessment of the level of achievement of the expected business benefits.
  • Defines, develops and reports the business and HIT performance metrics related to Planning and Budgeting in collaboration with the VP of Data Strategy for EPH.
  • Serves as a member of the HIT Leadership Team and collaborates with Finance leadership to track HIT capital expenditures and budget in support of cost transparency to the business.
  • Performs human resources responsibilities for staff which include interviewing and selection of new employees, promotions, staff development, performance evaluations, compensation changes, resolution of employee concerns, corrective actions, terminations, and overall employee morale.
  • Develops and recommends operating and capital budgets and controls expenditures within approved budget objectives.
  • Responsible for understanding and adhering to the organization's Code of Ethical Conduct and for ensuring that personal actions, and the actions of employees supervised, comply with the policies, regulations and laws applicable to the organization's business.


Licensure, Registration, and/or Certification Required:

  • None Required.


Education Required:

  • Bachelor's Degree in Information Technology or related field.


Experience Required:

  • Typically requires 7 years of experience in Information Technology. Includes 3 years of management experience in leading major strategic IT projects in a medium or large scale IT environment with a complex project mix.


Knowledge, Skills & Abilities Required:

  • Ability to think strategically to understand the business direction, goals and potential implications for the IT systems required to support them.
  • Ability to successfully manage a broad range of medium and large scale strategic EPH IT projects.
  • Knowledge and understanding of modern information technology and development methodologies.
  • Strong analytical skills, capable of assessing the benefits, limitations and risks associated with major projects.
  • Excellent communication skills with a proven ability to work effectively across the organization from individual contributors to the senior levels of executive management.
  • Tenacity and attention to detail in developing the associated scope, functional requirements, risk assessments, cost estimates and plans and tracking the delivery of approved projects and their associated benefits.
  • Highly motivated self-starter capable of working largely on own initiative to identify and address key opportunities and issues.
  • Effective team player, capable of playing both leadership and supportive roles, who recognizes that the IT portfolio is a compromise of business needs, together with an assessment of both business and technical risks, versus both the short-term and long-term funding available for IT and the skills and capabilities of the IT organization.


Physical Requirements and Working Conditions:

  • Must have ability to travel between multiple locations and therefore may be exposed to road and weather hazards.
  • Generally exposed to a normal office environment.
  • Must be able to operate all equipment necessary to perform the job.
