Advanced Decision Vectors, LLC is Hiring an Acquisition Customer Liaison Near Alexandria, VA

Advanced Decision Vectors, LLC (ADV) was established in 2009 and provides superior program management and support, strategic planning, and systems engineering to the Federal and Commercial sectors. The US International Development Finance Corporation (DFC) is a US Government agency that serves as America's development finance bank. DFC partners with private sector entities and other government agencies to finance solutions to the most critical challenges facing the developing world today. The DFC Corporate Acquisition Division (ACQ), Procurement Management Office requires full lifecycle customer liaison and acquisition support services. The ACQ faces the of providing service to internal customers with limited experience working for the federal government, and minimal understanding of the documentation and processes required for to successfully award Federal Acquisition Register (FAR)-based contracts. Key priorities are requirement document development and research support.

The Acquisition Customer Liaison helps oversee and manage other ADV acquisition support staff. This requires in depth knowledge on industry practices, policies, and procedures and a comprehensive understanding of pre-award through post-award tasking, plus programmatic assistance in support of onboarding, COR training, Purchase Card Program, and communication across the DFC.

This is a remote position. In support of the DFC Acquisition Division, the Acquisition Customer Liaison may be invited to three-day, quarterly meetings in Washington, DC, pending availability and approval of funding.

Responsibilities:

  • Conduct research and analysis on complex issues related to DFC processes and systems and provide recommendations for improvements.

  • Lead requirements document development, including but not limited to: SOWs, PWSs, IGCE, SLA, Justification and Approvals, etc.

  • Provide pre-award through post-award acquisition support, including but not limited to:

  • Preparation and submission of interagency documents

  • Post-award document development (e.g., modifications, scope changes, etc.)

  • Invoice tracking

  • Contract closeout

  • CPAR support

  • Support administrative and programmatic requirements, e.g., Small Business Program support, gap analyses, FAR research, data mining, Industry Day support, etc.

  • Provide guidance and direction for the improvement, modification, and re-design of processes, policies, procedures, and SOPs

  • Conduct weekly office hours and respond inbox inquiries related to customers' acquisition and procurement questions and challenges

  • Liaise between acquisition customers and the contracting teams to address procurement responsibilities and questions

  • Provide high-level analysis and expertise on acquisition topics, processes, and policies and implementation advice on complex problems.

Required:

  • Minimum of five years of military and/or civilian federal cradle to grave contracting experience

  • Bachelor's degree

  • Experience working with federal program offices to generate requirements documents to support the acquisition process (typically gained as a COR, Contract Specialist, or federal support contractor).

  • Familiarity with the FAR, specifically clauses 8, 9, 12, 13, 15, 16, and 19

  • Experience using PRISM

  • Previous or current certification in FAC-C Level II, DAWIA Level II, or FAC-C Professional, or as an NCMA Certified Federal Contracts Manager designation

  • Advanced skills using Microsoft Office, Word, Excel, and Adobe

  • Customer-service oriented with excellent interpersonal, oral, and writing skills

Desired:

  • Experience drafting requirements documents for IT procurements, as well as experience and understanding of the federal IT procurement process, rules, and regulations.

  • Experience supporting other federal agencies involved in development finance, e.g., Millenium Challenge Corporation or US Agency for International Development.

  • Experience working in or supporting agencies on the small agency council
