Advanced Bioscience Laboratories is Hiring a Contracts and Subcontracts Manager Near Rockville, MD

Job Summary:
The Manager of Contracts Administration will be responsible for all activities associated with managing federal and commercial contracts, with familiarity working in, and storing federal contracts in, Deltek Costpoint. The successful candidate will possess the ability to get directly involved in the day-to–day management of all federal contractual operations. This includes but is not limited to, document review and preparation, management, and development of potential junior level staff, and preparing, writing and developing all government and select commercial contractual agreements (i.e. – Non-Disclosures, Service Agreements, Subcontracts, etc.). Fluency in all matters of contract administration and appropriation processes is critical as this is a very “hands-on” Manager position, working with Task Orders under the Base Contract that needs to be properly supported and reported. Strong financial background experience is a plus.

Duties:

  • Draft (from templates and from scratch), review, redline, and negotiate major, complex and/or non-standard contracts with public and private sector customers, including master services agreements, statements of work, licenses, RTOPS, RFP responses, teaming agreements, and other prime/subcontracts, consulting, and nondisclosure agreements.
  • Work alongside, and reporting to, the Sr. Director of Legal and Contracts, to manage the Contracts organization, review work of internal and external stakeholders, including project management and contracts department staff; and provide oversight, guidance, and leadership to the team.
  • Coordinate with various departments to design and implement government contracting improvements across the entire corporate organization.
  • Collaborate with and facilitate cross-team decision-making among the Leadership team, Finance team, business teams and other internal teams.
  • Organize and manage the process of acquiring government contracts through proposal development and submission. Ability to interpret RFPs and associated regulations and to transfer that knowledge and information to produce a responsive proposal and ultimately direct the negotiation process for award.
  • Daily hands-on oversight of contractual deadlines, docketing, contract tracking and other deliverables. Identification of risks and ensuring that all contractual obligations are met in a timely fashion is essential to the job.
  • Ensure that performance standards are met, and all contractual milestones and tasks are being executed in accordance with client expectations.
  • Provide Contractual guidance and insight to technical staff, project managers and executive management on contractual terms and conditions, policy formulation, budget forecasting, and provide risk management advice as it pertains to contractual agreements.
  • Developing relationships with internal and external clients including the ABL technical and project management teams as well as with government Contracting and Project Officers.
  • Develop and administer government contracting policies, controls, and procedures in accordance with stated corporate objectives and requirements.
  • Create and maintain a government contracting system from the regulatory perspective, ensuring compliance with all applicable government contracting regulations and laws.
  • Develop a strategy for production of competitive proposals based on analysis of customer needs, terms of the request for proposal (RFP), and other information gained through networking.
  • Organize and plan for the negotiation of major government contracts ensuring that risk is minimal to ABL and that the contract satisfactorily meets the government’s needs as well as ABL’s.
  • Ensure that appropriate patent, IP, and license clauses are included, that unreasonable ceilings are omitted, that terms and conditions are standard, and fair based on federal regulations, and that a reasonable fee (profit) is negotiated.
  • Oversee Company’s compliance with government contracting requirements and ensure necessary documentation has been developed and retained for contract management processes and standards as required by law and policy.
  • Establish and build relationships with appropriate government and commercial agency officials.
  • Ensure that appropriate contract information is recorded timely and accurately in CostPoint.
  • Other duties as assigned.

Skills:

  • Bachelor’s degree
  • A minimum of 8 years of experience in Contracts Administration a must; experience in a biotechnology research/pre-clinical process or drug development setting is preferred.
  • Minimum of 3 years of solid and proven management and leadership skills.
  • Proficient in the Federal Acquisition Regulations (FAR) and other Public Laws as they relate to government and commercial contracts.
  • Proficient in-service contract reporting in the System for Award Management (SAM).
  • Ability to enter and submit the Service Contract Reporting (SCR) data elements in SAM.
  • Knowledgeable on how to enter and submit the SCR data elements for any first-tier subcontractor meeting.
  • Well versed how to manage contracts that qualify for the reporting requirements, where the SCR data elements to be reported include the following:
  • Contract Number and, as applicable, order number(s).
  • Total dollar amount invoiced for services on the contract in the previous government fiscal year (in dollars).
  • Total number of contractor direct labor hours (SAM will convert to FTE using a 2080-hour work year).
  • Data reported by first-tier subcontractors that have performed services on the subject contract (if applicable).

a. First-tier subcontract number (including DUNS and name, if applicable).

b. Number of first-tier subcontractor direct labor hours on services compensated under the contract during the previous government fiscal year.

  • Knowledge of general accounting principles with strong budgeting skills required.
