Description
Blair County is seeking a District Court Administrator (DCA) responsible for managing the day-to-day operations and administrative functions of Blair County's Court of Common Pleas and its minor judiciary.
Primary Duties

  • DCA oversees organizing and managing the schedules for both civil and criminal trials, which includes creating and updating the daily Trial Lists.
  • Acts as liaison with judges, attorneys, all court-related offices, and the public.
  • Oversees Masters, Hearing Officers and mediators, Juries, total arbitration, and Protection from Abuse processes.
  • Recruits, trains, evaluates and monitors court staff and per diem employees.
  • Manages case flow for criminal, civil, and family cases.
  • Establishes and administers annual court calendar for all judges.
  • Sets agenda for weekly judges’ meetings where solutions are determined on issues and local policies established.
  • Prepares, submits, and manages court budget and prepares AOPC and court reports.
  • Develops ways to improve the efficiency of court operations.
  • Manages procurement of supplies, services, equipment, facilities, and advanced communication.
  • Carries out the policies established by the State Court Administrator.
  • Shares relevant information regarding the Court or anything of interest.
  • Enhances case flow, time standards, and scheduling.
  • Determines Court-Appointed Counsel.
  • Participates in various court-related committees.
  • Assists President Judge in overseeing the Court Leaders and Departments.
  • Prepares and monitors the Magisterial District Judges’ budgets.

Minimum Qualifications

  • Bachelor’s degree in Judicial, Business, or Public Administration, or a closely related field; PLUS
  • Three years of professional-level experience in court management or four years of managerial work, including professional-level experience in budgeting, procurement, and human resources management.
  • An equivalent combination of education, experience, and training may be considered.

  • A satisfactory criminal background check is required.

Description

About Administrative Office of PA Courts

Before 1700, the Pennsylvania judicial system originated as a disparate collection of local, part-time courts inherited from the reign of the Duke of York and established by William Penn. At this time, no courts could be called the court of final appeal; all final appeals were taken to England for veto power. Several attempts were made to unify the colony's judicial system and establish a court of final appeal, but failed.
