Adanta is seeking a full-time Natural Resources Environmental Planner to work on National Environmental Policy Act (NEPA)/California Environmental Quality Act (CEQA) contracts; provide project oversight; and provide environmental data collection, analyses, and documentation under CEQA and NEPA. This position will be based in Napa, California but can be performed remotely.

The Environmental Planner will provide support and oversight to Project Managers and clients throughout all aspects of environmental review. The Environmental Planner will be responsible for writing the technical and non-technical sections of CEQA/NEPA documents and other similar documents and for coordinating with internal technical staff and subconsultants. The Environmental Planner will also work closely with business development personnel to develop proposals and pricing for future projects. Successful candidates for this position will be motivated self-starters who can work independently and as part of a team.

Responsibilities include, but are not limited to, the following:

· Serve as an Environmental Planner on large, complex environmental compliance documents for development projects, infrastructure projects, and land use plans overseeing the preparation of documents, reports, presentations, technical memoranda, and other work products.

· Knowledge and experience of local, state, and federal environmental regulations not limited to CEQA, NEPA, the Federal Land Policy and Management Act, the Clean Water Act (CWA), the Endangered Species Act, the National Historic Preservation Act, etc.

· Maintain a thorough understanding of NEPA including staying up to date on case law and providing support on complex projects to accurately advise clients.

· Write proficiently with the ability to manage multiple project schedules with competing deadlines and budget constraints.

· Interface directly with key clients and help build and maintain excellent relationships.

· Assist with business development and contribute to identifying new leads, writing proposals, and bookings.

· Manage and author deliverables.

· Mentor less experienced staff.

· Strictly adhere to professional standards including, but not limited to, demonstrating consistency and reliability, timeliness in meeting project deadlines, close watch and control over project budgets, and maintaining clear and concise communication.

· Ability to develop project execution plans to satisfy regulatory compliance.

· Excellent time management skills and ability to work under minimal supervision. This includes a proven ability to support and track the timely execution of internal taskings, analyzing potential environmental impacts on resource areas, participating in client meetings, supporting public and agency coordination, and executing other related duties as assigned.

· Ability to work as an integral part of a team with co-workers, subcontractors, and clients to understand and meet expectations for project outcomes and deliverables on NEPA projects.

· Thorough understanding of most standard computer programs as well as proficiency in database management and SharePoint systems.

· Attend project coordination meetings with Project Managers, subcontractors, stakeholders, and clients to ensure project deliverables comply with contractual obligations while meeting client expectations.

· Prepare public outreach materials.

· Attend public and stakeholder meetings.

· Review technical requirements to meet data development objectives and perform quality assurance on deliverables to clients.

· Identify technical problems and implement corrective actions.

· Mentor staff in the development of the skills in CEQA/NEPA analysis and document preparation.

· Assist with proposal writing and business development.

Minimum Qualifications

· Bachelor's degree or higher in urban planning, transportation/transit planning, environmental studies, or related field.

· At least five years of related professional work experience in environmental program/project management for private, local, state, and or federal clients. Experience should include complex, multi‑disciplinary projects; leading meetings with clients and agencies; directing project teams including subcontractors; preparing or directing staff in the preparation of technical studies and CEQA/NEPA documents; and setting and adhering to project budgets and delivery schedules.

· Experience demonstrating the knowledge, skills, and experience working with NEPA requirements and procedures including contributing to and/or managing the preparation of Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements to include programmatic NEPA documents.

· Assist or lead on developing and managing NEPA documents (e.g., Environmental Assessments and Environmental Impact Statements) and CEQA documents (e.g., Mitigated Negative Declarations, Environmental Impact Reports).

· Provide guidance to staff and subcontractors in the CEQA/NEPA process from preplanning to final decisions.

· Gather, analyze, and present data in written reports and verbally with management, subcontractors, regulatory agencies, and clients.

The following additional qualifications are highly desirable:

· Post Graduate Degree (MS, PhD).

· Experience writing technical reports in any of the NEPA/CEQA resource areas, not limited to biological resources, cultural resources, air quality/greenhouse gas analysis, noise, traffic, and hydrology.

· Knowledge and experience with applying NEPA policies and procedures is highly desirable.

· Proficiency in federal environmental planning programs including Department of Defense and Department of Energy programs.

· Experience conducting wetland delineations and coordinating with the resource agencies to obtain CWA permits.

· Willing to travel to remote sites for supporting field work.

· Experience conducting biological resources surveys, biological monitoring and or preparations of biological reports for specific projects in various jurisdictions.

· Physical ability and willingness to hike and work in remote, rugged terrain.

· Ability to collect field data using Global Positioning Systems, smart phones, laser scanning, or related technology.

· Experience with GIS (i.e., ESRI software suite including ArcMap, ArcCatalog, ArcGIS Server, ArcGIS Online, and Google Earth Pro).

· Experience using statistical software.

· Professional certifications in their respective area of expertise (e.g., AICP, CEP, PE etc.) and/or project management (PMP) certification is also a plus.

· Current 40-hour HAZWOPER preferred.

· Experience with business development with federal agencies.

Adanta offers the following compensation:

· Salary range commensurate with level of education and experience: $75,000 to $95,000 per year
