What Success Looks Like In This Job

Performs basic epidemiologic and statistical analyses of health data for Adams County Health Department (ACHD). Applies epidemiological and statistical methods to understand the distribution and determinants of disease in populations to inform and guide decision-making and prioritization surrounding ACHD’s efforts to improve population health. This includes supporting health surveillance tools and systems, data management, statistical analyses for evidence-based decision-making, providing current research, supporting data for community health assessments, and providing data for program planning.
Assisting in the development of web-based data tools to support a variety of workflow within programs at the health department. This may include facilitation of workflow processes, development of use-cases, input on data governance, creation of databases, creation of data collection tools, development of interactive dashboards and web-applications, and management of web-based data.
Works at the direction of the of the Health Data and GIS Manager and Division Director.
This is a temporary full time position that is authorized to work for up to 12 months. This position is eligible for Medical coverage for themselves and children (no spousal coverage) and the 457b deferred compensation plan through Nationwide. This position is not eligible for any other benefits including dental, vison, holiday/sick/vacation accruals, and pension participation.
Salary range: $36.324 - $52.67
Anticipated hiring range: $36.324 - $41.77
Salary will be determined by experience and qualifications.

Examples of Duties for Success

  • Adhere to data governance rules and procedures. Identify governance issues.
  • Strives to fully understand all core public health datasets as defined by data governance documentation.
  • Works to develop full competency in understanding the analytic and data management processes/software for all public health datasets.
  • Performs basic data management which may include data cleaning, transformation, quality assessment, compliance with regulations, and updating governance and procedures at the direction of manager.
  • Supports the development and updating of population-based Community Health Assessments.
  • Conducts ongoing analysis of community health data for the purposes of surveillance and community health assessment. Assists with maintaining ACHD’s data dashboard.
  • Assists in data collection and analysis efforts in ACHD’s Strategic Planning process.
  • Works with ACHD programs to conduct literature reviews, develop data driven use-cases, develop case definitions.
  • Assists in the research and development of creating tools to support program workflows across the health department.
  • Assist in ensuring all data projects and tools align with strategic goals and work plans for program and division as directed by direct supervisor and division director.
  • Interest in learning and using SAS, ArcGIS, FME, ETL processes, SQL, Tableau/PowerBI, R, and the creation of web-based data applications
  • Participates in various committees and boards related to program activities and responsibilities.
  • Establish and maintains effective working relationships with other ACHD employees, representatives of other agencies and organizations, and members of the community.
  • Perform other duties as assigned.
  • Adheres to policies and procedures to facilitate standardize work for ACHD’s data team.
  • Works with process improvement staff and division director to develop and implement strategies for continuous process improvement and development/maintenance of outcomes-based performance tracking, and evaluation activities for all aspects of data and analytic tasks.
  • Additional duties:
  • Ability to occasionally to work during non-business hours based on urgent data requests and health department needs.
  • Participation in continuous process improvement and program evaluation as required.
  • Performs other duties as assigned and required.

More Qualifications for Success

Experience:

  • 2 years of related work experience in population health epidemiology and/or health data analytics.
Education & Training:
  • A Bachelor’s degree received from an accredited college or university with major coursework in public health and/or epidemiology or a related field is required.
  • A Master's of Public Health and/or Health Data Analytics may substitute for all professional experience.
Background Check: Must pass a criminal background check.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS: Work is primarily conducted indoors with occasional time spent in an outside environment. Incumbent will experience routine exposure to hazards of a typical office environment. Requires travel between Adams County offices and to locations in the surrounding community for investigations and meetings. May be required to work outside regular hours to attend meetings or events.
  • In-person work time is required at the direction of the direct supervisor.
  • Occasional moderate lifting and carrying objects up to 15 pounds.
  • Occasional use of automobile, usually no more than one hour at a time.
  • Requires sufficient hearing and speech ability to communicate verbally in response to inquiries, to conduct needs assessments and evaluations, and to speak to groups of people in presentations.
  • Requires sufficient writing ability to fluidly and accurately communicate needs in grants and program development.
  • Requires manual dexterity to operate computer equipment.
