POSITION GENERAL SUMMARY:

Plans, develops, coordinates, and leads activities related to the acquisition, recreational development, maintenance, and natural resource management of Ada County’s conservation areas and open space recreation areas; coordinates regularly with Ada County Development Services and the Prosecuting Attorney’s Office while representing the Parks & Waterways Department on collaborative efforts with agency partners, advisory boards, organizations, and committees; negotiates conservation easements, license agreements and public access with land owners, developers and public agencies. 

  • Inventories and evaluates conditions of existing open space and trail facilities at county managed properties including the Ada/Eagle Bike Park, Oregon Trail Recreation Area, Hubbard Reservoir Recreation Area, Barber Pool Conservation Area, Red Hawk Conservation Area, Echanove Ranch Estates, Hidden Springs, and Victory Wetlands; 
  • Identifies, prioritizes, coordinates, and leads implementation of maintenance and enhancement activities in consultation with Department Director; 
  • Negotiates with developers and property managers to secure ownership, public access, or resource protection, gifts and donations, fee title purchases, conservation easements, and licenses or other use agreements;
  • Works with legal staff in the Ada County Prosecuting Attorney’s Office on various issues related to encroachments on county property;
  • Plans, coordinates and oversees open space property management efforts including trail construction and/or trail removal/rerouting, vegetative restoration projects, and invasive species management;
  • Prioritizes all trail maintenance activities and provides direct supervision to Trail Maintenance Crew Leader, seasonal employees, volunteers, and others as assigned;
  • Researches, adopts, and implements design standards and specifications for construction of trails, trailhead parking areas, restrooms, fencing, and signage;
  • Works with engineers, consultants, planners and staff to collect necessary site plans, surveys, reports and cost estimates necessary for project completion;
  • Prepares written reports and makes presentations for the Director of Parks & Waterways, the Ada County Parks, Open Space and Trails Advisory Board, and other organizations and agencies as needed;
  • Researches, writes, monitors and manages grants essential to fulfill Department mission;
  • Updates, implements and monitors compliance with related management plans and MOU’s including but not limited to the Ada County Comprehensive Plan, Ada County Parks & Waterways Master Plan, Boise River Trails Plan, Ridge to Rivers MOU, and the Boise Foothills Open Space Management Plan;
  • Assists the Director of Parks & Waterways, Development Services, the Prosecuting Attorney’s Office, and the Board of Ada County Commissioners with the planning and implementation of ordinances, resolutions, proclamations and policies related to the Open Space and Trails Program;
  • Reviews development application submittals and provides comments and recommendations to ensure compliance and coordination with Parks & Waterways plans, objectives, and priorities; 
  • Develops and submits program budget items to the Director of Parks & Waterways, and documents and monitors program expenditures;
  • Coordinates program activities and communicates with various local, state and federal agencies;
  • Serves as the county’s representative to open space and trail management partnerships and programs as assigned.

ADDITIONAL FUNCTIONS:

  • Compiles and/or reviews reports, surveys, articles, or educational materials;
  • Responsible for the compilation, accuracy and maintenance of open spaces and trails program records and documents; 
  • Performs other related duties as required.
  • Bachelor’s Degree from an accredited university in Recreation Management, Park Administration, Environmental Science, Cultural Resources, or a related field within the natural sciences;
  • 5 years of experience in Parks, Recreation, Trails Management, Natural Resource Conservation, or Land Preservation field preferred; 
  • Knowledge of and experience with real estate and appraisal processes preferred; 
  • Knowledge of the principles and practices of land use management, planning and zoning, land acquisition and real estate law;
  • Knowledge of government purchasing, accounting, and budgeting;
  • Knowledge of trail design, construction and maintenance; 
  • Knowledge of grant writing and grant management; 
  • Knowledge of contemporary public planning and involvement theories and practices associated with Management Plans, Entitlement and the Conditional Use permit process needed for the public easements, open spaces, trails and outdoor recreation facilities;
  • Ability to select, develop, motivate and supervise seasonal staff and volunteers;
  • Ability to establish and maintain effective working relationships with Ada County staff and elected officials and other local, state and federal staff; 
  • Ability to exercise tact and resourcefulness;
  • Ability to make verbal and written presentations in a clear and concise manner.
  • Work is performed in both an office environment and in the field;
  • Duties may require the incumbent to stand, stoop, bend, kneel, climb, and move heavy and/or bulky items, and work in tiring and uncomfortable positions;
  • The incumbent will be required to negotiate hazardous and/or steep terrain with rough, rocky and/or slippery surfaces;
  • The incumbent may use tools that require care and adherence to safety guidelines to avoid injury;
  • The incumbent will periodically work outside in variable weather conditions, alone and in remote locations;
