Performs professional duties and utilizes technical expertise to sustain an emergency management training, exercise, and education program built upon strong partnerships and collaboration to prepare for, respond to, and recover from disasters affecting the agencies, jurisdictions, and citizens of Ada County. Assists Emergency Management & Community Resilience (EMCR) Office staff with the organization of and adherence to project milestones and deliverables for training, and exercising, and public education activities. This position is located in the Ada County Emergency Management & Community Resilience Office within the Public Safety Building.

DISTINGUISHING FEATURES OF THE CLASS:

The incumbent receives broadly defined strategic and technical assignments that support the mission and goals of the Ada County Emergency Management & Community Resilience Office. The incumbent works independently to address project objectives, schedule, and cost estimate to fulfill assignments. Establishes work priorities and overall strategic direction within the general guidelines and collaboration with Director and the EMCR team.

  • Develops exercise objectives, scenarios, and evaluation standards for multi-disciplinary participants to help the community address emergent trends, risks, and vulnerabilities, in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) exercise and design guidance;
  • Conducts analyses and collects input from whole community stakeholders to assess needs and requirements for exercises and specialized training;
  • Serves as chair of Local Emergency Planning Committee (LEPC) training and exercise subcommittee comprised of a wide variety of emergency services professionals;
  • Oversees scheduling, delivery, and instruction for the Community Emergency Response Team (CERT) program which educates volunteers about disaster preparedness for the hazards that may occur where they live and trains volunteers in basic disaster response skills, such as: fire safety; light search and rescue; team organization, and; disaster medical operations.
  • Provides technical advice and develops an annual training and exercise plan that prioritizes and coordinates the application of shared, multi-agency and multi-jurisdictional preparedness resources; 
  • Documents emergency management training program objectives; 
  • Plans, develops, organizes, conducts, and evaluates disaster drills and exercises individually and in a team environment;
  • Outlines time schedule, human resources, equipment, facilities, location, and supporting logistics to ensure delivery of disaster exercises, training activities, and educational programs;
  • Represent department in and liaise with Idaho Volunteer Agencies Active in Disasters (VOAD) meetings and activities as directed;
  • Writes after action reports documenting local exercise activity, submits cost recovery packets, and ensures compliance with state and federal requirements;
  • Organizes, schedules, and coordinates appropriate emergency management courses and seminars to meet National Incident Management System compliance; 
  • Develop and present disaster preparedness lectures, classes, and seminars to diverse groups;
  • Creates, updates, and distributes communication materials to include and distributes brochures, flyers, newsletters, displays, public service announcements and electronic communications such as social media products and updates to the department website as directed;
  • Manages training application and certification process;
  • Responsible for the execution of social media strategies to inform the public about Emergency Management and Community Resilience programs, projects, and activities;
  • Using parameters of projects, expectations, and success criteria, implements and monitors progress, disseminates information to project stakeholders, and ensures training, exercises, and education endeavors meet those project objectives;
  • Responsible for updating training and operations plan, annexes, appendices, and SOP’s based on outcomes from training and exercise program;
  • Creates, or assists in the creation, of project deliverables such as business case assessments, project charters, statements of work (or scope statements), risk management plans, communication plans, status reports, and meeting notes;
  • Coordinates with state, regional agencies, other county offices, cities, and private and non-governmental organizations to provide training and public education;
  • Supports the selection and management of project contractors;
  • Conduct regular review of local, state, federal, and private industry emergency response plans, employing standard emergency management concepts and strategic methodologies;
  • Conduct research on best emergency plan practices, review specialized studies and reports, formulate comments and summarize content, provide emergency planning recommendations.

ADDITIONAL FUNCTIONS: 

  • Sets-up and staffs Emergency Operations Center (EOC) during activations for emergencies and exercises;
  • May assist in the administering the virtual emergency operations center (WebEOC) software program; 
  • May assist with the preparation of annual budget proposal and management of budget;
  • Creates opportunities to engage and retain program volunteers and manages volunteer database;
  • Serves on special project working groups as directed; 
  • Performs other duties as assigned.
  • Bachelor’s degree from an accredited university in Emergency Management, Education, Communications, Public Administration or a related field or an equivalent combination of education and experience;
  • A minimum of two years of experience in emergency management or a related public safety field;
  • Experience with an incident command system (ICS) and the National Incident Management System (NIMS) is desirable;
  • Preferred experience with Microsoft Project or other applicable methodological approach for managing projects involving date-driven milestones and deliverables;
  • Previous experience organizing large, complex, multi-faceted training and exercise events preferred;
  • Advanced skills with Windows, MS Word, Power Point, Outlook, the Internet, and the ability to learn new computer applications;
  • Must demonstrate considerable initiative and good organizational skills;
  • Knowledge of emergency management principles, disaster exercises and training;
  • Knowledge of the components of a public information program, including media relations and news media related activities;
  • Knowledge of educational presentation development and delivery, publication design and promotional planning techniques used to engage a broad demographic;
  • Knowledge of project management and grant writing;
  • Skill in maintaining records and preparing reports;
  • Skill in presenting training to diverse audiences;
  • Skill in developing and managing project budgets;
  • Ability to establish and maintains effective working relationships with individuals, groups and representatives of government, business and industry, and volunteer organizations;
  • Ability to communicate effectively, verbally and in writing, with elected officials, administrators, business and industry representatives, and the general public;
  • Ability to coordinate complex activities with a variety of variables;
  • Ability to effectively engage in project and process management;
  • Ability to organize information in a clear, concise, and logical manner;
  • Ability to work in stressful situations;
  • Ability to exercise independent judgment;
  • Ability to communicate effectively verbally and in writing, including public speaking experience;
  • Ability to conduct training and disaster drills;
  • Ability to analyze, evaluate and make recommendations regarding training programs;
  • Ability to present a professional image to the public; 
  • Ability to lead and train assigned project staff and volunteers;
  • Ability to work as a team player with demonstrated diplomacy skills;
  • Ability to hitch a trailer to a towing vehicle and safely operate, or ability to learn this skill within sixty (60) days of hire.

OTHER REQUIREMENTS:

  • Must have completed or will complete FEMA Exercise and Design course, Homeland Security Exercise and Evaluation Program (HSEEP) course, and basic Incident Command courses within twelve months of hire;
  • Must be willing to respond in a timely manner to major emergencies or disasters within Ada County;
  • Must possess a valid Idaho driver’s license within thirty (30) days of hire;
  • This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
  • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions although the incumbent will be required to travel throughout Ada County to meet with different organizations;
  • Work may be required at locations other than the Emergency Management office, on weekends and after regular office hours, to meet project needs;
  • Occasional travel throughout Idaho and outside Idaho may be required to meet employee training needs;
  • Requires sufficient personal mobility and physical capabilities, to permit the employee to function in a general office environment and accomplish tasks.
