Performs field and office work to administer building codes and related zoning ordinances with an emphasis on residential and residential accessory buildings. The employee must use professional judgment in the application of the appropriate ordinances and policies to the inspection work.
 
DISTINGUISHING FEATURES OF THE CLASS:
A Building Inspector I performs inspections predominantly on residential structures.
A Building Inspector II is distinguished from a Building Inspector I by the scope of the work performed and level of knowledge and certifications required. A Building Inspector II performs inspections of residential, educational, commercial, industrial, and institutional structures.
 
  • Conducts onsite inspection of residential and commercial construction projects to ascertain compliance with the International Building Code, Residential Code, Mechanical Code, and Ada County Building Code Ordinance;
  • Maintains accurate inspection records and code information files;
  • Answers questions from the public concerning building codes and code related matters;
  • Communicates with other departments, divisions, and agencies in matters related to building construction and building codes.
ADDITIONAL FUNCTIONS:
  • As required, reviews construction plans to determine compliance with building codes;
  • Performs related functions as required.
Building Inspector I
  • Requires 3 years minimum experience in building construction;
  • Certifications from International Conference of Building Officials (ICBO) or International Code Council (ICC) are required;
  • Must obtain one of the following certifications within the first six months of employment:
    • ICC/Residential Building Inspector
    • ICC/ICBO Commercial Building Inspector
    • ICC/IAPMO Commercial Mechanical Inspector
    • ICC/ICBO Residential Mechanical Inspector
  • Knowledge of construction materials and methods used in residential construction;
  • Knowledge of building codes and related laws and ordinances;
  • Skill in the use of personal computers and Microsoft Office software;
  • Ability to read and understand construction documents;
  • Ability to learn, understand, and apply Ada County Codes;
  • Ability to read and interpret plans and specifications for comparison with actual construction;
  • Ability to effectively communicate with homeowners, contractors, and design professionals;
  • Ability to exercise tact and discretion in obtaining the cooperation of others.
Building Inspector II
  • In addition to the above;
  • At least one year experience as a building inspector;
  • Certification required at time of hire:
    • ICC/ICBO Residential and Commercial Building Inspector
    • ICC/ICBO Residential and Commercial Mechanical Inspector
  • Must obtain the following certifications:
    • ICC Residential Plans Examiner
    • ICC Commercial Energy Inspector
    • ICC Commercial Energy Plans Examiner
    • ICC Residential Energy Inspector/Plans Examiner
    • ICC Accessibility Inspector/Plans Examiner
OTHER REQUIREMENTS:
  • Must possess and maintain a valid driver's license;
  • This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
  • Work is primarily performed in a field setting;
  • Inspection visits require the incumbent to move over uneven land and inspect various parts of structures.Often the incumbent must use ladders and/or move through crawl spaces to gain access to sections of the structure.Sometimes the incumbent must negotiate fences, hazardous or steep terrain with rough, rocky and/or wet surfaces.
