The State of New Hampshire, Department of Information Technology - Business Relationship Management Division - DHHS has a full time vacancy for Technical Project Manager/Business Systems Analyst II.

SCOPE OF WORK:Oversees and works directly with all levels of personnel in the department and with outside consultants to analyze, define, develop and document solutions to business problems and participates in the planning and completion of assigned research and analysis projects. Position will support various DHHS agencies, with a primary focus in Behavioral and Developmental Health including the evaluation of policies and procedures related to automated business systems and modifications that minimize operational and financial risk of department offices and programs.

ACCOUNTABILITIES:

Acts as the key bridge between the end user’s understanding of how the system needs to work to support his/her daily operation, and the detailed technical information related to the actual software implementation.

Develops detailed functional requirements including process flows, screen and/or report mock-ups to document end-user requirements and business rules. Works with program and development groups to discuss systems impact and developmental issues. Participate with all related systems and program areas in the development of objectives, scope definition, time estimation, and scheduling on analysis and implementation projects relating to State and State business partners.

Provides direction and support for Department-wide and multi-divisional/multi-program projects and major initiatives to ensure effective and efficient implementation and timely completion. Analyze and evaluate current and future management methods, procedures, and business systems in accordance with the established objectives and scope.

Supervise and participate with management, analysts, and relevant program areas in the execution of work programs and systems. Provide consistent and timely updates and status change communications on the progression of project tasks and objectives to relevant stakeholders, managers and analysts.

Analyzes system errors and problems, working closely with end-users and System Development Specialists to communicate information on functionality and develop workarounds to system problems ensuring timely and accurate problem resolution.

With the input of developers and program staff during the design and test phases, sets clear expectation for the delivery of work based on comprehensive resource and time estimates while ensuring the recommended solution will address the business needs.

Develops detailed functional specifications, system specifications, and program specifications for developers and may review, test, evaluate, and reports on work of project developers. Develops and maintains a working knowledge of the application systems, the formal software development process, and the end user business.

Creates business-related reports and performs data analysis queries to assist end-users with identifying and implementing process efficiencies.

Continually seeks to improve practices to add quality and value in support of the Department's mission while identifying and eliminating unnecessary or redundant actions.

MINIMUM QUALIFICATIONS:

Education:Bachelor’s degree from a recognized college or university preferably with a major study in management information systems, computer information systems, or computer science. Each additional year of specialized formal education may be substituted for one year of required work experience.

Experience:Six years’ experience in systems analysis with broad-based knowledge of business environments preferably in a field or occupation related to software development, software support, or software maintenance, three years of which shall have included the direct involvement in application or product development lifecycle management. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification:Must be eligible to hold a valid New Hampshire driver's license and have access to transportation for use in statewide travel.

SPECIAL QUALIFICATIONS:

· Must have strong leadership and communication skills.

· Experience in Agile project management, track team deliverables and disseminate progress.

· Critical thinking and the ability to solve complex problems.

PREFERRED QUALIFICATIONS:Technical analytical skills, scrum master certification, Smartsheet, Business Intelligence and reporting, visualization tools such Tableau and Power BI.
