**Some of what you'll be doing:**

As a Transportation Access Program Manager within our Aviation Operations Landside department, you will manage and coordinate the SEA's Ground Transportation Access Plan (GTAP) initiative; a programmatic effort to develop and implement strategies that address the goals contained within Port of Seattle Commission Resolution 3759. In addition to GTAP, you will help establish a new Transportation Management Association (TMA) to provide tenant employees at SEA alternatives to drive-alone commuting.

* You will manage and facilitate a multi-disciplinary staff team to research, analyze and evaluate prospective Ground Transportation Access Plan (GTAP) strategic initiatives that will help the Airport meet the Port's Century Agenda and the goals laid out in Resolution 3759.

* You will be responsible for agenda development for bi-weekly working group session, creating and managing the annual GTAP work program, developing the GTAP annual report and provide oversight and single point of contact for all work program items identified as a priority by the GTAP Steering Committee.

* You will facilitate the GTAP Steering Committee work program and agenda towards developing presentations, briefings, and executive-level materials for senior leadership or the Port Commission as necessary.

* You will establish decision agendas to allocate funds, staff time, or priority direction in support of the GTAP work program and Resolution goals.

* You will provide regular progress reports and status updates to the GTAP Steering Committee and synchronize GTAP recommendations with other port strategies such as the ports commute trip reduction program, emission reduction efforts, setting ground transportation fees and future capital improvements.

* You will ensure implementation and follow through across multiple programmatic efforts.

* You will work with Aviation Operations, Planning, Commercial Development, Environmental & Sustainability, and other departments to coordinate GTAP activities and manage workflow including timeliness, deadlines, and active participation in staff meetings.

* You will identify systemic issues that hinder progress or present a challenge to achieving goals described in the Resolution.

* You will analyze and design TMA program initiatives that improve commutes for airport tenants and Port employees.

* You will establish a new TMA to collect and analyze commute trip data, research, and evaluate potential strategies including shifting to lower carbon transportation modes, financial implications, and recommend initiatives.

* You will identify and develop evaluation metrics, resources, budget, and protocols for the TMA program start up and long-term operation, and work with members to communicate and gain support for those initiatives.

* You will develop strong relationships with airport tenants and a deep understanding of their needs and those of their employees regarding commuting to and from the airport.

* You will develop strong relationships with key external stakeholders including transit agencies, transportation support companies, and local government jurisdictions to create partnerships and leverage transportation programs, including identifying grant opportunities and developing applications.

* You will collect stakeholder feedback to develop program strategies, initiatives and make any adjustments necessary.

**Who you are:**

*Two years of experience may be substituted for one year of education:*

* **Experienced** You have five (5) years of experience in transportation program planning, mobility-focused urban planning, or transportation-related policy.

* **Educated** You possess a Bachelors degree.

* **Desired** We hope you have Masters degree and ten (10) years of experience in Stakeholder engagement and facilitation experience at an airport.

* **Program Management and Facilitation** You understand the means and methods to reach consensus and facilitate an integrated working group of multi-disciplinary stakeholders.

* **Strategic Thinker** You understand the broad policy interests of SEA and develop strategies and initiatives to address near-term, medium-term, and long-term programmatic needs; guide program development and interpret new information and emergent issues.

* **Customer Service Minded** You are focused on helping the client meet their business needs and deliver a high quality of work each time. You are willing to push back in a constructive and respectful manner.

* **Strong Communicator** You have highly developed communication skills, including written, negotiations, presentation, facilitation, and listening skills.

**What else you need to know:**

* **Drivers License** You will need a valid Washington State Drivers License, or the ability to obtain one, is required.

* **Work Schedule** Your normal work schedule will be Monday Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role.

* **Work Environment** You will primarily work in an office environment.

* **Washington State Residency Requirement** Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.

* **COVID-19 Vaccination Requirement** Effective, November 15, 2021, the Port of Seattle will require that at the time of hire, and as a condition of employment, the successful candidate will be able to provide proof of their full COVID-19 vaccination status, as part of the hiring process. This is a condition of employment for all positions at the Port of Seattle. People are considered fully vaccinated two weeks after their second dose in a two-dose series or two weeks after a single-dose vaccine. Prior to employment, candidates may make requests for a reasonable accommodation based on a medical disability or for sincerely held religious beliefs. * **Security Requirements** As the successful candidate, you must pass a Transportation Security Administration (TSA) background check as well as a criminal history background check with the Federal Bureau of Investigation (FBI). Your employment will be contingent upon obtaining a Port of Seattle ID badge upon clearance.
