Our main customers include Dept of Veterans Affairs, NASA, Space Force, USACE, Dept of Energy, Federal Aviation Administration, NOAA, and many other federal government agencies.

Project Quality & ESH Manager – Rock Island Arsenal 

Responsibilities: Responsible for developing, implementing, managing and maintaining effective Quality and Safety policies and procedures that meet contract requirements and the criteria for International Organization of Standardization (ISO) compliance in all areas as well as company and Government safety requirements. Will prepare, maintain, enforce, and update Quality Control (QC) plans to drive performance using ISO 9001:2015 standards across the program and compliance with ISO 14001 standards in all areas. Responsible for all aspects of ISO compliance and the establishment of internal processes/controls. Therefore, the individual must have a minimum of three (3) years of experience performing quality control in an industrial/technical environment. Three (3) years of experience in administrative, professional, analytical or other work related to International Organization for Standard (ISO) programs or operations is also required. These can be concurrent time periods. Must possess the knowledge to maintain a quality management system in accordance with applicable ISO Standards. Must possess broad knowledge of Army logistical functions and the ability to analyze, develop, evaluate, advise or promote improvements in logistical programs. Must have the ability to: establish program objectives performance goals and assess progress; establish operational metrics/key indicators for process control and on-going quality process improvements; conduct root cause/corrective action analysis. ISO 9000 Lead Auditor qualification preferred; knowledge of Safety standards and general experience in dealing with environmental issues.

Responsible for all aspects of the ISO compliance and the establishment of internal processes/controls and environmental programs; providing site safety leadership, ensure facility compliance with all safety standards set forth in all installation regulations and policy letters, implement safety directives, improve safety performance, and ensure facility safety policies and procedures are aligned with governmental regulations. The EHS Manager must be able to communicate with employees at all levels, with a thorough knowledge of applicable Occupational Safety & Health Administration (OSHA), American National Standards Institute (ANSI), and National Fire Protection Association (NFPA) regulations. 

Essential Project Management Functions 

  • Manage and oversee Administrative aspects of the Rock Island Arsenal, IL contract for Accord Federal Services. 
  • Liaison between government agencies, teaming partners, and Accord corporate leadership. 
  • EHS Manager must have the ability to establish program objectives or performance goals and assess progress. 
  • Conducting tests and inspections of products, services, or processes to evaluate quality or performance. 
  • Maintain cost accountability while working within the confines of the contract and Accord accounting department. 
  • Ensure all contract requirements listed in the scope of work are adhered to. 
  • Keep detailed records of all work performed on-site. 

Requirements

General Requirements 

  • Proficient with personnel, security, procurement, and inventory management database and reporting software. 
  • The EHS Manager shall have a minimum of seven (7) years of army installation safety experience 
  • Three (3) years of experience in administrative, professional, analytical or other work related to International Organization for Standard (ISO) programs or operations is also required. 
  • Must have a minimum of three (3) years of experience performing quality control in an industrial/technical environment. 
  • Communicating with Supervisors, Peers, or Subordinates. Providing information to supervisors, co-workers, and subordinates by telephone, in written form, e-mail, or in person. 
  • Compiling, coding, categorizing, calculating, tabulating, auditing, or verifying information or data. 
  • Evaluating Information to Determine Compliance with Standards. Using relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards. 
  • Resolving Conflicts and Negotiating with Others Handling complaints, settling disputes, and resolving grievances and conflicts, or otherwise negotiating with others. 
  • Prepare research or technical reports, prepare documentation for contracts, transactions, or regulatory compliance. 
  • Manage clerical or administrative activities, explain regulations, policies, or procedures. 
  • Develop organizational policies or programs, perform administrative or clerical tasks. 

Education and Citizenship Requirements 

  • Required:  Minimum four-year college degree from an accredited educational institution, recognized by the U.S. Department of Education in an applicable field. 
  • Required: US nationality/citizenship and residence, with verbal and written fluency in English. 
  • Required: Clean background check dating back 7 years.
  • Required: Ability to pass a pre-employment drug screen and must participate in the company random drug test program.
