Position Summary:
Under the direction of the Operations Manager, the Data Support Specialist (DSS) is to manage sensitive and confidential electronic data and ensure the accuracy of data being entered into the Homeless database and internal program database. The DSS is responsible for reviewing and reporting that contractual obligations are being met through HMIS reporting of services rendered by program case management staff, as per the Services of Required Services (SRS). The DSS will also monitor the in-house data system, Dropbox for accuracy and report any discrepancies to the appropriate party for corrections. The DSS will ensure all data is input into the system in a timely manner.
Essential Functions and Duties:
HMIS/Dropbox Contractual Compliance:
· Must work to identify and triage all provider data quality issues.
· Ensure contract compliance by reviewing HMIS for program compliance.
· Ensure all notes, services, and all required documents are saved into Dropbox and uploaded to HMIS.
· Ensure all clients are assigned to the respective case managers.
· Verifies and has corrected participants’ information into the centralized database.
· Coordinates with Case Management and Site staff to ensure data intake requirements are met.
· Will train staff on database navigation and answer any questions relating to the system.
· Will keep track of all staff training requirements for each program (onboarding and annually).
· Supports any technical and reporting issues for the Program.
· Will attend conferences and regular meetings with database contractors.
· Oversees the privacy/confidentiality notification processes to meet regulatory guidelines.
· Other duties may be required to support the program with database and information system expertise.
· Conduct all functions in accordance with Agency guidelines, policies, and procedures.
· Other duties and special projects as assigned.
Monitoring
· Mediate timely placement of participants into program slots for contractual compliance.
· Report Monitoring:
o Pull the necessary reports in HMIS for all programs to assure services are rendered by staff and any necessary corrections are completed.
o Monitors database reports to assure consistency with hardcopy records and other logs (from Dropbox to HMIS).
o Runs regular progress reports, and other reports for programmatic accuracy.
· Creates customized reports to support shelter management and to provide other needed information upon request.
Auditing
· Program Documentation Review - Conducts file documentation review at least weekly. Ensures that all documentation is in order including ensuring documents are filled out correctly, complete, and signed. This ensures quality assurance at the program level.
· Key Performance Indicators (KPI) - DSS will monitor KPI data for each program and is responsible for reporting the achievement of all contractual requirements to department heads, Operations Manager, and Director.
· KPI Data: Enrollments, Bed Services, Permanent Housing
· Develop reports detailing and analyzing the work of the department for internal distribution to Supervisors and Managers.
· Collaborate with the Department Heads in the preparation for any potential audits.
· Assists with program funder audits and monitoring visits of auditors.
Knowledge, Skills & Abilities
· Strong Excel Fundamentals and Analytical Skills
· Knowledge of the Los Angeles CoC HMIS and data requirements.
· Excellent people skills, specifically a capacity for collaboration and interpersonal relationships.
· Excellent written and verbal communication skills, including the ability to express technical concepts clearly to both technical and non-technical audiences.
· Strong organizational skills with a strong attention to detail.
· Expert problem solving, prioritization, and decision-making capabilities.
· Ability to simultaneously manage multiple projects and timelines and implement projects with minimal supervision.
· Advanced level of computer software programs specifically, Microsoft Office (Word, Excel, Access, Power Point and Outlook).
· Work independently, be proactive, and exercise good judgment.
· Flexibility to work with individuals with varying work styles.
· Excellent time management and organization skills.
· Service minded and open to new ideas and approaches.
· Advanced communication skills, and the ability to communicate with all levels of management, staff, and external clients, especially those who are not well versed in HMIS technology.
· Other duties and special projects as assigned.
· Support of your team while also holding them to a high standard of work, and not being afraid to have tough conversations as needed.
· Must keep track of all tasks. Follow through and follow up with Staff to ensure completion of data indicators.
· Performs other duties as directed by Supervisor.
Employment requirements at time of hire:
· Verification of Employment Eligibility and Background Clearance.
· UA test required after offer of employment.
· TB test required (Not more than (3) months prior to or (7) days after Date of Hire, and renewed annually thereafter)
· CPR and First Aid Certification required within 30 days of employment with the company.
