General Description
The Human Resources Director will collaborate and provide support to the Executive Director and leadership team concerning all areas of human resources, including performance management, employee relations, recruitment and retention activities, compensation administration, benefits, FMLA and leave management, training, policy formulation, disciplinary action and personnel records. Maintains HR policies in accordance with Absentee Shawnee Tribal Health System (ASTHS) clinical policy and procedures and Performance Improvement Standards as well as AAAHC standards. Provides administrative support and guidance to all health employees on all personnel matters. Supervises the staff of the Human Resource Department.
Responsibilities & Duties
Interpret and enforce personnel policies and procedures of the ASTHS.
Reviews and makes recommendations to Executive Director for improvement of the organizations policies, procedures and practices on personnel matters.
Interprets clinical policies and regulations.
Maintains knowledge of AAAHC requirements, Tribal policies and procedures and industry trends and employment legislation as it applies to Health.
Ensure pre-employment screening is completed on all applicants: background checks, reference checks, verify employment and education, etc..
Provide current and prospective employees with information about policies, job duties, working conditions, wages and opportunities for promotion and employee benefits
Work with Tribal HR to respond to unemployment claims and to respond to OESC in timely manner.
Review all benefits plans with Tribal HR and keep ASTHS administration abreast of changes to benefits and changes to annual cost.
Assist and participate in employee conflict resolution sessions.
Assist supervisors and ensure that proper disciplinary and termination procedures are followed.
Assist Executive Director in the annual review, preparation and administration of ASTHS’s wage and salary plan.
Prepares and distributes monthly HR report for Board of Directors as requested.
Consult with legal counsel as appropriate, or as directed by Executive Director.
Works directly with department managers to assist them in carrying out personnel matters and department needs.
Oversees the administration of the clinic’s performance appraisal and competency evaluation system. Notifies managers in advance of appraisals due or delinquent.
Develops and maintains a human resource information system (HRIS). Maintains a system of record keeping, ensures scanning and set-up of personnel files.
Maintains current Worker’s Compensation records for employee incidents; coordinates information related to claims; and works with Tribal HR by providing necessary information.
Supervises the staff of the Human Resource Department.
Oversees development of employee orientation and training programs.
Oversight of the hiring, retaining, promoting, disciplining and terminating of employees.
Develop an annual operating plan, including budget, necessary to operate the department.
Perform duties of the HR staff in his/her absence.
Other duties as assigned.
Qualifications
Education and Qualifications
Bachelor’s degree from an accredited four year college or university in Human Resources Management or Business with a minimum of 8 years’ experience required. Years of relevant experience may be substituted for required education on a year by year basis.
Experience working for Native American Tribal Health Clinic or Business preferred.
Must have a valid Oklahoma Driver’s License.
Must be able to pass a background check.

Knowledge of employee benefits development and maintenance of plans.
Knowledge of HR’s role in the health system accreditation process and policy/procedure compliance for health system accreditation with either The Joint Commission or the American Association of Ambulatory Health Care (AAAHC) as it relates to supporting the human resources function within a health system.
Ability to exercise considerable initiative and willingness to learn Native American Human Resources Practices.
Ability to communicate efficiently and effectively both verbally and in writing.
Ability to actuate/operate simultaneously, multiple unique databases and computer systems as a non-technical program content/data manager.
Ability to establish and maintain good working relationships with other individuals of varying social and cultural backgrounds.
Planning/organizing—the individual prioritizes and plans work activities, uses time efficiently and develops realistic action plans.
Must be able to interact both professionally and effectively with executive personnel, board members, and senior ranking government officials, within and outside the tribal health system, including elected officials.
Working Conditions Physical Requirements
Sitting or standing or walking for long period of time; occasional bending, squatting, kneeling, stooping; good finger dexterity and feeling; frequent repetitive motions; talking hearing and visual acuity.

Frequent lifting (up to 15 lbs)
Occasional lifting (up to 30 lbs)
