General Description

The purpose of this position is to serve all of the AST Health System. The AST Health System is an ambulatory health system that currently serves patients with Insurance (Indian and Non-Indian), Absentee Shawnee Tribal Citizens, and Absentee Shawnee Tribal employees and other Native Americans.
The PRC Assistant Director provides support services and interpretation for clients in the Absentee Shawnee Tribal Health System (ASTHS), a tribally operated healthcare facility serving contracting healthcare services that would otherwise not be available. The PRC program provides a mechanism of payment for services purchased in the private sector and ensures that payments are made accurately and timely. The PRC Program is integral to providing comprehensive health care services to American Indians and Alaska Natives (AI/AN).
The PRC Assistant Director assures support to the PRC Director in assuring compliance with all program requirements are met by subordinate personnel in servicing tribal patients in a timely, sensitive manner. Incumbent serves as an advocate for patients being referred for outside services. All financial related transactions are subject to administration approval.

Responsibilities & Duties

  • Assists the PRC Director in meeting program requirements via effective interactions with other key staff.
  • Maintain accurate patient records through documentation for PRC specific and other patient/client files.
  • Coordinate patient/client referrals necessary to fulfill PRC requirements and guidelines.
  • Ensure patient/client access to health insurance programs.
  • Participates in ACA Sponsorship program applicant review.
  • Facilitate negotiations and payments on behalf of PRC eligible patients and clients.
  • Advocates PlusCare after-hours program usage in training to tribal members and production of materials for marketing and advertising to decrease emergency room utilization (within proper protocols and in line with the Policies and Procedures).
  • Maintain database for accurate accounting of patients and clients.
  • Provide accurate records for expenditures relevant to the PRC program.
  • Provide written and statistical reports for specific grant requirements and compliance.
  • Review and delegate all incoming provider driven referrals to assigned staff.
  • Review and disperse all incoming fax communications from outside facilities to appropriate staff within PRC, or appropriate department.
  • Maintains compliance with Indian Health Services PRC program regulations and AST Health System program policies and procedures to include the maximum utilization of alternative resources.
  • Works closely with business office, health center providers, Case Management Medical Review (CMMR) team to ensure that all external referrals are within AST guidelines when needed.
  • Maintains accurate and current electronic record keeping system for PRC program.
  • Other duties as assigned.

Education Requirements and Qualifications

  • BA/BS preferred. Will give consideration to candidate actively pursuing BA/BS degree.
  • Completion of basic medical terminology course
  • Emphasis in medical/coding/billing preferred.
  • Relevant and related in-depth experience substituted for education requirements on a year for year basis.
Knowledge, Skills and Abilities
  • Knowledge of Indian Health Services (IHS) and especially Purchased Referred Care (PRC) program and its guidelines.
  • Knowledge of the Health Insurance Portability & Accountability Act (HIPAA) laws and the support of its laws.
  • Basic medical knowledge for handling the PRC cases including medical billing and terminology.
  • Knowledge of eClinical Works, Plexis, and other relevant clinical and administrative resource tracking programs.

  • Ability or organize and maintain detailed records; complete necessary paperwork and meet deadlines.
  • Ability to communicate effectively orally and in writing; ability to relate well with co-workers and the general public.
  • Ability to adjust to changing conditions.
  • Must be computer literate required (Windows operating systems – Microsoft Word, Excel).
  • Must have a valid Oklahoma Driver’s License.
  • Must be able to pass a background check and drug screen.
Training and Experience
  • Minimum of three years of previous experience working in a clinical setting managing authorizations/referrals in a tribal health or similar clinic/hospital required.
  • Experience working with Tribal communities, specifically the Absentee Shawnee tribal community (preferred).
Physical Requirements and Working Conditions
  • Must be able to sit, stand, stoop, bend or kneel for long periods of time.
  • Sitting or standing or walking for long period of time; occasional bending, squatting, kneeling, stooping; good finger dexterity and feeling; frequent repetitive motions; talking hearing and visual acuity.
