I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Developer/Programmer Analyst 3 , hereafter referred to as Candidate(s), who meets the general qualifications of Developer/Programmer Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission .
ll work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Plans, develops, tests, and documents computer programs, applying knowledge of programming techniques and computer systems. Evaluates user request for new or modified program, such as for financial or human resource management systems, clinical research trial results, statistical study of traffic patterns, or analyzing and developing specifications for bridge design, to determine feasibility, cost and time required, compatibility with current system, and computer capabilities. Consults with user to identify current operating procedures and clarify program objectives. Formulates plan outlining steps required to develop program, using methodologies such as structured analysis and design or object-oriented development. A project that will transition legacy systems previously identified in the SAVERR TP to TOA analysis project, using SAVERR type program (TP) formatted files and remediate those systems to use type of assistance (TOA) by Nov 2024 II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 10 Required Experience in IT and the application development life cycle 10 Required Experience in WebSphere Application Server (versions 8.5 & greater) development 10 Required Experience in Java, JSP and JSF programming development 8 Required Experience in Oracle/Sybase programming development 8 Required Experience in using Rational Application Developer 9.5 or greater 8 Required Experience in Unix and Perl programming development 8 Required Experience with GUI (Desktop and Web) 8 Required Experience programming Web services 8 Required Experience in Hibernate programming development 8 Required System design experience (Batch and Online) III. TERMS OF SERVICE Services are expected to start 10/02/2023 and are expected to complete by 08/31/2024 . Total estimated hours per Candidate shall not exceed 2000 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission . Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.
The primary work location(s) will be at 701 W 51st St Austin, TX 78751 . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission . V.
