Title:  Strategic Planner Consultant I, & II

Client: Federal Agency 

Location: Must reside in Delaware, Ohio, Florida, VA, MD, DC 

Work Site: Remote and US Travel required 

Clearance: Ability to obtain a Public Trust

Security Clearance Statement: This position requires a government security clearance, applicant must be a US Citizen for consideration.

Number of Position(s): 6

Work Schedule: 8 hours

Work Day: Monday – Friday

Ability to Travel: up to 25%

Period of Performance: May 2024 - May 2025 ( 12 month assignment) 

Job Description:

Delaware is one of the smaller states but has a larger market for agriculture. The state has over 2,000 farms and contributes to over $1.5 billion dollars in agricultural sales to the economy. The average farm sales in Delaware are second in the nation compared to California’s first place in profitable farms in the US. The largest section of sales come from the numerous egg and poultry farms at around $1.2 billion dollars a year. Lima beans are the second most produced crop for the state with about onethird of the total farmed acres in the state. NRCS provides landowners with free technical assistance, or advice, for their land. Common technical assistance includes resources assessment, practice design, and resource monitoring. NRCS works in partnership with Delaware’s three Conservation Districts, which help identify and address natural resources concerns in the local communities and coordinate public and private resources to meet local needs on grassroots level. Our conservation planners help determine financial assistance needed as every customer is different

The contractor shall: provide technical and administrative support in planning and developing a Delaware strategic plan. The contractor will work as a team member with Delaware Agencies, employees and partners/affiliates as needed to complete deliverables: 

  • THE CONTRACTOR shall develop a comprehensive strategic plan for NRCS-DE to guide its activities over the next 10 years, aligning with its mission, vision, and values.
  •  THE CONTRACTOR shall facilitate stakeholder engagement sessions with Delaware NRCS’s State Leadership Team (SLT), Delaware Training Committee, Delaware Employee Advisory Council (DEAC), Delaware Civil Rights Advisory Committee, other committees as designated, employees and partners/affiliates to gather input and ensure buy-in for the strategic plan process.
  • THE CONTRACTOR shall conduct a thorough analysis of the internal and external environment including market trends, competitive landscape, regulatory factors, and organizational strengths and weaknesses. THE CONTRACTOR shall perform a detailed SWOT analysis to identify strategic priorities, opportunities for growth, and potential challenges.
  •  THE CONTRACTOR will develop clear, measurable, and achievable strategic objectives aligned with the organization’s mission and vision, incorporating input from stakeholders. THE CONTRACTOR shall create actionable strategies and initiatives to achieve the identified objectives, 4 including resource allocation, timelines, and performance targets.
  •  THE CONTRACTOR shall assess and address potential risks and uncertainties that may impact the successful implementation of the strategic plan, developing contingency plans as necessary.
  •  THE CONTRACTOR shall define key performance indicators (KPIs) and metrics to track progress towards strategic goals and objectives, establishing baseline measurements and targets for improvement.
  •  THE CONTRACTOR will develop detailed implementation plan for each strategic initiative, outlining roles and responsibilities, milestones, and dependencies.
  • THE CONTRACTOR shall establish mechanisms for monitoring progress, conducting regular reviews, and adjusting the strategic plan as needed based on performance data and feedback.
  • THE CONTRACTOR shall provide regular updates and progress reports to senior leadership and key stakeholders, including presentations, written reports, and other communication materials as requested. THE CONTRACTOR shall ensure the quality and integrity of the strategic planning process and deliverables, conducting peer reviews and quality checks throughout the project life cycle.
  • THE CONTRACTOR shall develop a comprehensive strategic plan for NRCS-DE to guide its activities over the next 10 years, aligning with its mission, vision, and values

Required Education, Experience, & Skills:

  • Bachelor's degree in Business Administration, Marketing, Economics, or equivalent experience preferred
  • Two to five plus years of strategic planning experience within a federal, state and/or local government agency or providing management consulting support ( business analyst or business process improvement) to business operations 
  •  Proficient in the use of Microsoft Suite (Outlook, Power Point, Excel, Teams, Word)
  • Team player that thrives in a fast-paced matrixed environment
  • Proficiency with data analytics software 
  • Exceptional analytical & communication skills
  • Organized, detail oriented, and ability to work with confidential information
  • Ability to manage several cross-functional projects on an ongoing basis and meet tight deadlines
  • Outstanding communication and presentation skills, both verbal and written
