QUALIFICATIONS AND CONDITIONS:

  • Qualifications. The alternate administrator must either:
  • Be a licensed physician, a registered nurse, licensed social worker, licensed therapist, or licensed nursing home administrator; or
  • Have at least a high school diploma or general equivalency degree (GED) (at a minimum),

training and experience in health service administration, and at least one year of supervisory

or administrative experience in home health care or related health programs. Other related health programs may include a hospital, nursing facility, or hospice, ect; or

  • If the agency is licensed to deliver personal assistance services only, have a high school

diploma or a GED and at least one year of experience or training in caring for individuals with functional disabilities.

  • Conditions. The alternate must:
  • be able to read, write and comprehend English;
  • not have been employed in the last year as an administrator with another agency at the time the agency was cited with violations of the statute or this chapter that resulted in enforcement action taken against the agency. For purposes of this subparagraph only, the term “enforcement action”

means license revocation, suspension, emergency suspension, or denial of a license or injunction action but does not include administrative or civil penalties. If HHSC prevails in one enforcement action, such as injunctive action, against the agency but also proceeds with another enforcement action, such a revocation, based on some or all of the same violations, but HHSC does not prevail in second action (the agency prevails), the prohibition in this subparagraph does not apply; and

  • not have been convicted of a felony or misdemeanor listed in Chapter 558.601(b)(2) of the Texas Administrative Code (relating to License Denial, Suspension, or Revocation); and
  • complete a minimum of twelve clock hours per year of continuing education in subjects related to the duties of the administrator.

EXPERIENCE REQUIRED:

  • A minimum of three years of experience in medical related fields.
  • Demonstrates organizational and leadership ability.
  • At least three years of full – time supervisory or administrative experience in home health or related health programs.
  • Demonstrates a working knowledge of State/HHSC guidelines and regulations relating to home service care and its providers for coverage and compliance.


MAIN FUNCTION:
To administer, direct and coordinate all activities of the Agency in order to meet its goals and objectives in the absence of the Administrator, Director of Finance and Chief Executive Officer.

  • DUTIES AND RESPONSIBILITIES:
  • ADMINISTRATIVE:
  • Works in conjunction with the Governing body and other Administrative staff to develop appropriate plans for Agency operations.
  • Works in conjunction with the Board of Directors and other Administrative staff to develop policies and procedures necessary for the effective management and operation of the Agency.
  • Coordinates the activities of the Agency in order to assure maximum effectiveness and efficient use of agency resources.
  • Assists in preparation of reports for the Board of Directors concerning various phases of the Agency operations and financial conditions.
  • Reviews and evaluates existing policies and procedures by means of periodic studies.
  • Develops standards and methods of measurement of Agency activities and reports to the Administrator.
  • Implements and supervises the administrative policies of the agency and administrative supervises the provision of all services.
  • Meets with auditors from various local, state and national governmental bodies relating to matters concerning the Agency.
  • Recommends rules governing conduct while on duty, working hours and salary rates.
  • Has full authority as well as the responsibility for the overall management of the Agency, including staff changes at all levels, in consultation with and approval of the administrator.
  • Shall be available during the Agency’s operational hours.
  • Authorize, in writing, an individual to assume the responsibility of various departments during that department head;s absence, in consultation with the administrator.
  • Maintain an on-going liaison with the Governing Body and agency staff.
  • Works with the Governing Body and other Administrators to solve day-to-day problems that arise in the Agency.
  • Ensures that the rights of the clients are maintained and keeps the administrator informed.

  • Performs other functions deemed necessary for the good of the Agency by the Governing Body and Administrator.
  • FINANCIAL
  • With approval of the Administrator, establishes and directs the implementation of effective budgeting and accounting systems that promote the health and safety of the agency’s clients.
  • SUPERVISORY

IN CONSULTATION WITH THE ADMINISTRATOR:

  • Direct the installation of improved work methods and procedures in order to ensure the achievement of Agency goals and objectives.
  • Approves the hiring, firing, and other personnel actions of all personne; in the agency.
  • Motivates Agency staff to fulfill their maximum potential.
  • Ensure adequate staff education and evaluation.
  • Provides for the overall direct supervision of all aspects of the agency in the absence of the Administrator.
  • FIELD STAFF
  • Participates in the utilization review of charts to ensure that quality client care is achieved within parameters set forth by the governing body.
  • Provides for adequate in-services to ensure that the staff is educated with regard to the state/HHSC guidelines and regulations, proper case management, and client care documentation.
  • PUBLIC AWARENESS
  • Develop cooperative and professional relationships with other health programs and organizations for the exchange of information to achieve and establish higher standards for client care.
  • Ensures the accuracy of public information materials and activities.
  • Represents the Agency at all times in a professional and loyal manner.
  • Approves all agency attendance at meetings, conventions, community awareness, activities, with approval of the Administrator.
