We support specific healthcare programs enabling virtually every aspect of patient care provided to Veterans and help develop and administer various emerging initiatives, some of which are legislatively mandated. Our support touches nearly every aspect of VHA operations: finance, human resources, labor management relations, training, communications, commercial and government health operations, human centered design, organizational design, performance management, and data analysis.

We are seeking a highly skilled and motivated Program Analyst to join our team. As a Program Analyst, you will play a critical role in supporting our organization's consulting operations. This is an exciting opportunity to contribute to the success of our mission and work alongside a talented team of professionals as we serve our .

4th Sector is seeking management consultants experienced in program and project management to support federal government clients in executing multiple concurrent transformation initiatives. Program Analysts will provide services including strategic planning, program evaluation, business process improvement, and implementation and operations support (i.e., studies, data management, performance measurement, training development, research, and policy). The successful candidate is independent but works well in a team environment; has a high attention to detail; applies critical thinking and creativity to developing work products; has strong written and oral communication skills, and has proficiency in Microsoft Office products, including Word, PowerPoint, Excel, Project, Power Apps and Visio. The candidate must be able to understand project objectives, client environment, and stakeholders and participate in multi-disciplinary project teams, and may help develop/manage project plans, meeting agendas, strategic plans, white papers, senior leader briefings, and standard project management artifacts. The candidate will plan and organize work, sometimes across various projects, and deliver quality of work products and overall performance in meeting client expectations. The candidate will maintain regular client interaction, and is encouraged to proactively participate in strategy and planning. This role requires a combination of project management, problem solving and analytical skills, collaboration and teamwork, flexibility, and client relationship building/management skills.

Desired Skills and Experience:

· Minimum Degree Required: Bachelor's degree

· Minimum Years of Experience: 3

· Direct experience with program management and implementation, health system operations, and client management.

· Experience communicating in an organized and knowledgeable manner in written and verbal formats.

· Proficiency in relationship and time management.

· Demonstrated ability to develop deliverables and artifacts; these may include progress reports, project management plans, strategy and approach documents, and client briefings.

· Ability to support client growth initiatives and business development.

· Experience working in a team environment; prior federal healthcare experience preferred.
