Youth Leader Specialist III (Assistant Supervisor)

The 22nd Judicial Circuit-Juvenile Division seeks applicants for a Youth Leader Specialist IIII
(Assistant Supervisor). Candidates must have a Bachelor's Degree from an accredited college or
University in Social Science, Administration of Justice, Corrections or related field; or 5 years of
relevant experience in child care in a residential setting or other secure setting. Previous
experience in employee supervision is preferred. Must be a minimum of twenty-one years of age.
Employees in this position are required to give permission on an annual basis for the insurance
company to run a driver’s license record, as employees may have to transport a juvenile on an
occasional basis. Youth Leader Specialist employees that do not drive or that are not approved
for driving the court van, will still be required to transport juveniles on an occasional basis, to
accompany the driver. Starting salary is $49,894. Position is eligible for Public Service Loan
Forgiveness.

JOB DESCRIPTION
DEPARTMENT: Detention (320)
CLASS TITLE: Youth Leader Specialist III (Assistant Supervisor)
STARTING SALARY: $49,894
REPORTS TO: Watch Supervisor (YLS-IV)
CLASS DEFINITION: Under daily supervision of the Watch Supervisor (YLS-IV). The Youth
Leader Specialist III is a specialist in juvenile detention. Primary responsibilities include provide
unit coverage when needed, assist supervising youth leader staff, assure adequate staff coverage
in the absence of the watch supervisor, enforce the rules, policies/procedures of the Family Court
– Juvenile Detention Center, ensure safety/security of the Detention Center in a trauma informed
setting. Work in conjunction with detention and court leaders to help coordinate and improve the
care of youth, utilize trauma informed principals and oversee the admissions and releases of
detainees. Requires shift work on an assigned shift and at times, as needed for coverage on other
shifts. Assumes the responsibility of the Detention Center in the absence of the Superintendent,
Assistant Superintendent and Watch Supervisor. Requires performing duties in a secure
institutional setting subject to constant video surveillance for purposes of security and the welfare
of the detained youth.
The Detention Center is a temporary holding facility for the Family Court. This position does not

include casework planning or case work counseling responsibilities. The YLS staff are scheduled
to work an 8.25-hour work day and are on duty and paid during the youth meal periods. An unpaid
meal period is not scheduled in the work day and the YLS are allowed to eat with the youth at no
cost. However, a YLS may request to add a half to a full hour to their work day for an unpaid lunch
period if they desire a separate lunch period. The YLS will get two fifteen-minute breaks (20
minutes when coverage permits) per day where they are away from the youth and can eat their
own meals during that time. Personal food is never eaten in front of the youth.
JOB DUTIES:

  • Assist in the scheduling and supervision of the Youth Leader Specialist I/II staff as well as
shift coverage of YLS III-IV Supervisory staff 7 days per week for the assigned shift.
  • Actively participate in the supervisor’s watch change conferences.
  • Fills in for Youth Leader Specialists on the Units if needed to assure appropriate unit
coverage.
  • In the absence of the Watch Supervisor, assist with daily payroll/time sheet review and

approval for any and all YLS I-II staff assigned to the shift including per performance staff.

  • Prompt communication of personnel matters in consultation with the Watch Supervisor
and the Superintendent’s Office.
  • In the absence of the Watch Supervisor ensures any work-related injury to assigned staff

is properly documented in accordance with Court procedure and reported to the necessary
parties

  • Ensure staff are following Court policy and procedures, the Detention Operations Manual,

the Unit Reference Guide, PREA standards, Missouri Standards for the Operation of a
Juvenile Detention Center, etc., as applicable.

  • Ensures compliance with procedures by staff and youth, including PREA guidelines.
  • Provide Unit coverage as needed to include being responsible for all of the duties
mentioned in the YLS I and II Job Description.
  • Assist the watch supervisor in approving unit logs, incident reports, level point sheets and

other logs and forms as assigned

  • Works with the Program Coordinator and Detention Activity Aide to ensure detention
programs and activities are attended and in a timely manner.
  • Understands appropriate interventions with youth as defined by best practices, detention
standards, trauma informed principals, etc. as applicable. Utilizes these daily in working
with youth. Assists in training staff on these interventions, how to administer them, and
monitors their use.
  • Works collaboratively with the Psychological Services Unit and receive input and direction

on the implementation of behavior interventions and mental health care needs of youth.
Proactively communicates behavioral observations of youth and any concerns as they
arise with the Psychological Service Unit.

  • Works in harmony with the Medical Unit and receives input and direction to ensure medical
protocols are followed.
  • Inspects the residential units regularly and works in harmony with the Housekeeping Unit
to ensure good housekeeping standards. Oversees YLS staff and youth to assure daily
chores are being completed.
  • Complete quarterly reports and quarterly conferences on all staff assigned to the watch,
in conjunction with the Watch Supervisor including staff consultations regarding job duties,
attendance, work performance and training.
  • Assist the Watch Supervisor in monitoring YLS to ensure they satisfy the required 24 hours

of job-related training each fiscal year, including maintaining current certifications in Adult
CPR, 1st Aid, CPI, APS, and EVS and attend annual Suicide Awareness training.

  • Assist the Watch Supervisor in supervising the staff to conduct thorough unit contraband

checks throughout the watch, announced and unannounced.

  • Assists the Watch Supervisor in training and orienting all staff in regulating Progressive
Discipline, compliance with the Unit Reference Guide, Court Administrator’s policy and
procedure, and Detention Operations Manual.
  • Enter information into the Court’s case management and data collection systems as

needed.

  • Conduct and participate in periodic meetings with the Superintendent’s staff.
  • Supervise response team as needed and restrain youth as needed using approved
techniques. Provide clear directives during restraints and provide feedback and guidance
to staff as a part of the restraint review process.
  • Receive referrals from the police department and follow Intake protocols when Intake staff
is not on duty.
  • Facilitate phone and video conference calls for youth with defense counsel and parents.
  • Regular and prompt attendance is considered an essential function of this position.
  • Other duties as may be assigned.
KNOWLEDGE, SKILLS AND ABILITIES: Working knowledge of adolescent behavior and an

ability to enforce rules, discipline and order in a consistent and equitable manner without

using unnecessary force. Must be certified in Adult CPR, 1st Aid, and APS and trained in
Suicide Awareness and Prevention. Should have knowledge of best practices for youth
care, trauma informed care, supervision techniques, the Juvenile Code and the Missouri
Supreme Court Rules.

MINIMUM QUALIFICATIONS AND EDUCATIONAL REQUIREMENTS: Must have a Bachelor's
