  • EOHHS is seeking an experienced Data and Quality Analyst to join our team of qualified and diverse individuals in support of the Rhode Island EOHHS Analytics team. The Data and Quality Analyst (DQA) will focus on the Money Follows the Person (MFP) project. MFP is a Medicaid demonstration which supports state strategies to rebalance their long-term services and supports systems from institutional to community-based care. The analyst will advise the MFP team on the creation of program benchmarks, assist in assessing program efficacy, and help to track and evaluate the program over time. This will include but is not limited to performing data quality measurement and metric generation, data aggregation into quality performance indicators, and data interpretation, as well as leading development of various data reporting structures and formats. The ideal candidate will have the capacity for idea generation, improving data collection, and program evaluation. The ideal candidate will also have strong Power BI and SQL skills and will be familiar with Microsoft Access.
Role & Responsibilities:
  • Use SQL programming skills to perform data transformations, merge datasets, filter data, create tables, and perform basic to advanced analytics.
  • Develop models, visualizations, and reports of EOHHS data in Microsoft Power BI.
  • Become a subject matter expert for various sources of data, such as the MFP database, nursing home Minimum Data Set, custom case management data, and Medicaid claims data.
  • Track and report on program data for use by staff in monitoring program activity, guiding program development, and completing internal reports.
  • Communicate clearly the results of these results and help aid in decision-making regarding data tracking and programming.
  • Participate in development and implementation of the MFP quality plan that will be part of the program's Operational Protocol.
  • Report MFP-specific data on the Home and Community Based Services (HCBS) Quality Measure Set to the MFP team and external stakeholders.
  • Monitor and report on critical incidents related to MFP participants.
  • Coordinate with State staff to produce data reports (i.e., Transformed Medicaid Statistical Information System (T-MSIS)) for MFP enrollees and monitor accuracy and completeness of data submission.
  • Create reports related to the larger Long-Term Services and Supports (LTSS) program.
  • Prepare and maintain an early warning tool to generate MFP program referrals and monitor effectiveness of the tool.
  • Provide technical assistance to users of the MFP Access database and monitor data entry.
  • Assist with the transition away from Access databases to other platforms.
  • Attend quarterly Zoom meetings with MFP DQAs in other states and collaborate with attendees to resolve problems.
  • Facilitate meetings between stakeholders, providers, the state and federal MFP program teams, and Medicaid to ensure program and data needs are met, documented, and understood.
  • Assist with developing and preparing required reports on the Home and Community-Based Services (HCBS) Quality Measure Set.
Education:
  • Bachelor's degree in a quantitative field (Health Policy, Public Health, Health Economics, Statistics, Medical Informatics, Epidemiology, or similar) or equivalent work experience may be substituted in lieu of a degree requirement.
  • Master's degree preferred.
  • Required Experience:
  • 3 years of data analysis and report generation. .
  • Experience integrating various sources of data into useful reports.
  • Knowledgeable about Medicaid claims data
  • Experience communicating data and analysis results to non-technical team members.
Preferred Experience:
  • Prior experience measuring healthcare performance and reporting results to stakeholders.
  • Proven expertise in healthcare, more specifically having worked with healthcare claims data, Minimum Data Set data, or other complex real-world datasets.
  • Knowledgeable of Medicaid claims data.
  • Evidence of the ability to develop and track program benchmarks over time.
  • Experience following federal grant guidelines and complying with federal grant requirements.
  • Project management or team leadership experience.
  • Interest in LTSS, elderly services and Medicaid.
Skills & Abilities:
  • Proficient in Power BI, SQL, Excel, and Access.
  • Strong ability to investigate data to find patterns and trends.
  • Ability to communicate with both a technical and a non-technical audience.
  • Ability to manage multiple competing priorities.
  • Ability to produce high-quality reports when working under short deadlines.
  • Capacity to work independently, and as a team member.
  • Detail-oriented and have excellent verbal and written communication skills, leadership skills, and organizational skills.
