21st Amendment islooking for Liquor Store General Manager. he Liquor Store Manager organizes, develops, plans, coordinates and supervises the day-to-day operations of the

liquor store. Provides a controlled retail service to the community at a profit; provide development of retail objectives and merchandising. Oversees training, staffing and policy implementation among all Liquor Store personnel. Prepares an annual budget for the store.

ESSENTIAL FUNCTIONS OF THE JOB:

  • Plan, direct, and coordinate all financial control.
  • Develop an operating plan and budget that projects revenues, expenses and profits along with capital
  • expenditures.
  • Work with Finance Director to plan and implement capital improvements and annual budgets.
  • Monitor sales and expenditures.
  • Review and authorize all vendor requests for disbursements.
  • Review and authorize all payroll disbursements.
  • Determine and maintain appropriate levels of on-hand inventory and supervise inventory process.
  • Establish consistent procedures for the accounting of sales.
  • Direct the setting of prices for all merchandise sales to ensure attainment of profit margins on a regular basis
  • and as market conditions change.
  • Supervise the purchase of all product at the best possible price while controlling inventory levels.
  • Develop and implement operational procedures including customer service objectives, operating plans,
  • advertising strategies, purchase plans, store improvements and layouts.
  • Establish and implement procedures to maintain strict compliance of all applicable laws and regulations
  • regarding the sale of alcoholic beverages.
  • Determine products and brands to be carried by studying and researching sales trends and customer buying
  • preferences. Confer with beverage industry consultants on a regular basis.
  • Continue to increase and maintain knowledge and management skills by attending seminars, conventions and
  • tastings to stay current with market evaluations, techniques, and new laws and regulations.
  • Maintain good public relations; resolve any complaints from customers, suppliers and employees.
  • Work in conjunction with Human Resources hiring new employees, participating in interviews.
  • Oversees the training and development of each employee.
  • Supervise the continued product knowledge and education all staff.
  • Conduct monthly/ quarterly staff meetings and Beverage Alcohol Training (BAT) meetings.
  • Ensure distribution of any agendas and minutes to all affected employees.
  • Conduct annual employee evaluations and reviews per current personnel policy.
  • Recommends salary adjustments, promotions, discipline or termination based on work performance.
  • Communicate and enforce concerns and discipline with Human Resources.
  • Establish and maintain a work climate that effectively and positively motivates employees to perform to the
  • best of their abilities.
  • Oversees scheduling of all Liquor Store personnel.
  • Serves as a working supervisor, participating in sales of goods, stocking, and customer service as necessary.
  • Oversees and directs the maintenance of data needed for accurate accounting and other operating records:
  • - Records and balances daily receipts and disbursements
  • - Checks invoices to catch and correct any errors
  • - Submits daily cash and sales records
  • - Checks time cards for accuracy
  • - Assures cash register balances at the end of each shift
  • Prepare advertising to ensure effective customer draw, image and return.
  • Review all daily, weekly, and monthly financial and inventory reports.
  • Implement and supervise internal controls to minimize loss of store assets and inventory.
  • Review, supervise and maintain all data entry.
  • Enforces and recommends updates of the Liquor Store Process Manual to City Administrator.
  • Supervise physical inventories of liquor operations to ensure proper inventory counts are made and recorded.
  • Promptly informs the City Administrator of any and all matters of major importance related to the operation
  • of the Liquor Store. Recommends actions with respect to such matters.
  • Oversees housekeeping and overall maintenance and security of buildings, surrounding grounds and all
  • equipment.
  • Works some evenings and weekends to maintain continuity with employees and to identify operational needs
  • monthly.
  • Attends department head, City Council and Committee of the Whole meetings as requested; providing
  • monthly/quarterly reports, documents, and information as necessary.
  • Reports to Council as requested by the City Administrator
  • Performs other related duties as assigned or apparent

EQUIPMENT USED:

This position uses a variety of equipment in a liquor store and office setting. Such equipment may include, but is not limited to, computerized cash registers, bank card machine personal computers, printers, telephones, fax machines and copy machines.

REQUIRED KNOWLEDGE AND ABILITIES:

  • Knowledge of primary retail and liquor store principles and procedures.
  • Knowledge of the laws, regulations and operations governing the operation of municipal liquor store.
  • Knowledge of computers, Microsoft Office and applicable software programs.
  • Knowledge of safety procedures and “right to refuse” sales.
  • Knowledge of liquor retailing and product lines sold in liquor stores.
  • Knowledge of liquor trainings including loss control and Beverage Alcohol Training.
  • Ability to proactively greet customers; be friendly, professional, polite and helpful in dealing with customers and employees. Represent the City in a positive and professional manner at all times.
  • Ability to communicate, manage and delegate to all liquor store personnel.
  • Ability to maintain effective, positive and respectful working relationships and confidence with the community, City Council and coworkers.
  • Ability to cooperate and maintain confidentiality.
  • Ability to provide excellent customer service and leadership.
  • Ability to maintain positive relationships with community members and Councilmembers.
  • Ability to work equally as a team and maintain positive, motivated staff rapport.
  • Ability to have strong oral and written communications skills and has the ability to listen and communicate with the public, staff and City Council.
  • Ability to manage a retail operation as an effective supervisor.
  • Ability to merchandise and display retail products, and use computer assisted inventory maintenance and control.
  • Ability to write professional memos, resolutions and documents for City Council meetings.
  • Any combination of education and experience that provides equivalent knowledge, skills and abilities will be considered.

MINIMUM QUALIFICATIONS:

  • High School diploma or equivalent.
  • Three (3) or more years’ experience working in liquor.
  • Three (3) or more years’ experience working in retail.

PREFERRED QUALIFICATIONS:

  • Associates or Bachelor’s degree in Marketing, Merchandise Retailing or related field.
  • Previous alcohol beverage industry experience.
  • One (1) or more years’ experience as a Liquor Store Manager (Municipal preferred).
  • Two (2) or more years’ experience in a retail setting including supervisory responsibilities

Pay: $45,000.00 - $65,000.00 per year

  • Weekends as needed
