What You Will Contribute: The Global Trade Compliance Manager is responsible to ensure all facilities are conducting business in full compliance with national and international laws and regulations. This includes oversight, guidance, and direction to the sites, as well as selected business partners that are required to comply with relevant import, export, and customer compliance laws and regulations under the jurisdictions of the countries Badger Meter operates. It also includes creation, review, implementation, and auditing of the policies and procedures to support best practices. This role must support all Safety, Quality, Delivery, Cost, Environmental, and Continuous improvement initiatives, and metrics. This includes the ability to work with internal and external customers to support Badger Meter’s corporate values and goals. Job Duties: Oversee company compliance with Import Export Compliance laws and regulations under US, EU and national export control laws and regulations in regard to Badger Meter products, suppliers, distributors and customers. Drive trade compliance excellence across international locations as defined by adherence to applicable specific countries and other local global trade compliance systems, laws and regulations pertaining to international trade Perform or assist with commodity classifications under export and import laws (EAR, HTS/HS, Schedule B, etc.). Determine and define licensing requirements, conduct required screening, prepare, submit, and manage classification requests and export license applications with BIS and other rulings or requests for regulatory authorization to ensure compliance with OFAC, EAR, ITAR, and other applicable trade requirements globally Manage and support internal processes concerning classifications, tariffs and duties on imported items, origin, US Customs reports verification, duty drawbacks and reduction programs. Ensure all claims are accurate and recordkeeping of supporting documentation is well maintained Exercise oversight of day-to-day global classification operations collaborating with internal stakeholders, regional leaders, and with local freight forwarder/customs brokers Stay up to date on the Export and Re-export Control & Sanctions regulations in the US, EU and in countries Badger Meter operates in and implement changes required to BMI export compliance program as required Establish, maintain, and audit country of origin information and data integrity Management and presentation of annual C-TPAT and Security and Threat Awareness Training Provide training on trade compliance practices and procedures Audit Badger Meter’s sites to ensure compliance to company policies and procedures Education and Experience: 7 years of progressive experience in Import, Export, and Compliance; 5 years of trade compliance background in multinational organization, preferred Bachelors Degree preferred Up to 15% travel required Completion of the following Trainings/Or willingness to complete the following Trainings: ITAR training, ECCN / HTS / COO assignment training, Export Administration Regulations training (EAR), DOT/IATA/IMDG Lithium Battery training, International Maritime Dangerous Goods Code Training Qualifications: Highly motivated, engaged and self-driven. Knowledge and skills to continuously review design and deploy effective Trade Compliance Programs. Ability to understand and interpret complex customs and export control laws & regulations with a strong focus on US/EU/national requirements. Decisive Leadership style in order to make decisions and provide direction for compliance issues or regulatory guidance Experience in leading and managing projects, meet deadlines and deliver.
