Priwils, Inc is Hiring an IT Business Analyst Near Annapolis, MD

Project Overview 
The IT division is in the midst of moving away from the server to a cloud-based solution, STO seeks the services of a firm to advise on the best and most appropriate staffing and operational model. This would include an assessment of the current operational environment, providing recommendations for best practices for an organization using agile product development, and how best to manage organizational changes and improvements through technology. This review of the IT operations should be performed in the context of the IT division operating in the public government sector.
Position Responsibilities:
  • Meet with IT leadership to discuss expectations, develop a work plan, and communicate deliverables as required by the approved work plan.
  • Engage with relevant business units to understand their individual IT business needs, support expectations, and opportunities for improvement. Discuss how IT is currently meeting those needs and identify areas for enhancement.
  • Collaborate with the IT project team to understand ongoing development efforts and the future state of operations for STO IT.
  • Provide insights and recommendations to align IT initiatives with organizational goals.
  • Meet with IT staff to understand current roles and responsibilities.
  • Develop an appropriate staffing and organizational plan based on the future state of STO IT operations, ensuring alignment with strategic objectives.
  • Develop a comprehensive plan to support and encourage improvements to the system.
  • Identify staffing needs to facilitate, develop, and deploy enhancements, leveraging best practices from other public sector IT divisions.
  • Identify and share best practices from other public sector IT divisions, particularly those with Treasury functions using cloud-based solutions. Provide recommendations for adopting industry best practices to optimize IT operations.
  • Prepare an assessment document outlining the current and future state of the State Treasurer's Office IT. This includes an executive summary, recommendations for process improvements, organizational structure enhancements, and a strategic plan for successful ERP implementation.
  • Develop and deliver a presentation of findings and recommendations to Executive Leadership at an agreed-upon time. Clearly articulate key findings, actionable recommendations, and project milestones.
  • Present a project schedule outlining planned and actual deliverable dates for major milestones, drafts, and final documents.
Qualifications:
  • Experience in performing and reporting analysis for information technology departments.
  • Experience in IT Management or Technical Consulting
  •  Experience planning and directing the work of an IT professional.
  • A bachelor’s degree in data science, management information systems, cybersecurity, computer engineering or a related field.
  • Expert experience assessing the organization's current IT environment and recommending changes (e.g., documenting all current processes and practices, current workload, staff, and operational workflow)
  • Experience speaking with and presenting ideas and recommendations to senior-level management.
  • Experience determining personnel needs for an IT department for both short-term and long-term planning.
  • Experience assessing an organization’s information technology covering overall health, adequacy, cost-effectiveness, and best practices.
  • Excellent verbal and written communication skills
