US Electronic Health Record Modernization is Hiring an IT Specialist (SYSANALYSIS) Near Washington, DC

Duties

The first 150 candidates who applied will be considered for referral to the selecting official. Additional candidates will be referred based on hiring needs.
Major Duties:

  • Provides technical expertise and management on the implementation of assigned Identity and Access Management programs and projects.
  • Review directives, policies, programs, enterprise-wide functional user requirements, and acquisition strategies/vehicles for program-related issues to determine the impact and implications of supporting information systems.
  • Researches current and future Identity and Access Management solutions to plan for the integration of new information technologies, transition to the new technologies, and sunset of previous technologies.
  • Works with other federal agency and community partner teams to ensure interoperability and joint implementation of commercial
    products; addresses issues and develops mitigations for issues previously unexperienced by the agency.
  • Applies Identity and Access Management subject matter expertise of existing information systems, new commercial products, and computer capabilities to develop plans for the implementation of new information systems.
  • Develops or guides the solution of difficult and unprecedented problems resulting from new or modified operational management information concepts and requirements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to demonstrate one-year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not demonstrate that you possess one year of time-in-grade. In this instance, you must provide an additional SF-50 that demonstrates a one-year time-in-grade.

The Selective Placement Factor for this position is: demonstrated experience providing technical expertise and management on the implementation of assigned programs and projects such as identity and access management industry standards and protocols including but not limited to Lightweight Directory Access Protocol (LDAP), Security Assertion Markup Language (SAML), eXtensible Access Control Markup Language (XACML), OAuth 2.0, System for Cross-domain Identity Management (SCIM), Single Sign On (SSO), Identity Federation, Active Directory Federation Service (ADFS), B2B Domain Gateways, Zero Trust Architecture, User Identity Governance and Entitlement toolsets, and industry guidance such as National Institute Standards and Technology (NIST) 800-63, Homeland Security Presidential Directive (HSPD)-12, Federal Identity Credential and Access Management (FICAM) which provide security, simplify access management, aid in compliance, and create a uniform methodology for handling interactions between users and systems.
Experience - Experience must be IT-related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.
Specialized experience is an experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
Specialized experience is defined as on-the-job experience
(1) corresponding to the specializations in system and data architecture, system design, technical and functional requirements analysis, hosting requirements, contingency planning, security compliance, implementation planning, technical sequencing, and deployment planning.
(2) Researching current and future solutions to plan for the integration of the new information technologies, transition to the new
technologies and sunset of previous technologies.
(3) analyzing identity and access management industry standards and protocols plans, policies, programs, and directives to determine requirements.
(4) review life-cycle management processes to determine support and replacement resource requirements.
(5) participates in the testing of products in a controlled environment and interprets the results to determine necessary changes to the test and/or production information systems
(6) and interfaces between technical experts, functional users, and technical implementation teams.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full-time or, if part-time, the percentage of times the employee performed the additional duties.
To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
